Councils of Kuges and Daimios and meetings of Samurai sprung forth spontaneously. I believe, with Guizot, that the germ of representative government was not necessarily "in the woods of Germany," as Montesquieu asserts, or in the Witenagemot of England; that the glory of having a free government is not necessarily confined to the Aryan family or to its more favored branch, the Anglo-Saxons.
Gradually there was developed a system of feudalism, in which the daimios, or lords of larger or smaller principalities, owned a dependence, either close or more loose, on the Shogun. But feudalism was not fully established until the days of the Tokugama dynasty, early in the seventeenth century.
"Of late years the question of expelling the barbarians has been constantly agitated, and one or two Daimios have tried to expel them, but it is unnecessary to prove that this was more than the strength of a single clan could accomplish....
His first act was the removal of the mikado to the holy city, Kioto, where henceforth he was kept secluded, and hemmed in by so much mystery, that the people began to look upon their ancient ruler as little less than a god. It will be readily imagined that the tycoons, by their arrogant assumption to the imperial dignity, made for themselves many enemies amongst the powerful daimios.
If any man were in distress, he would help him, heedless of his own advantage or danger, until men came to look up to him as to a father, and many youths joined him and became his apprentices. So he built a house at Hanakawado, in Asakusa, and lived there with his apprentices, whom he farmed out as spearsmen and footmen to the Daimios and Hatamotos, taking for himself the tithe of their earnings.
The Kuges or Daimios assembled rather in an informal way, measured by modern parliamentary procedure, but in accordance with the court etiquette of the time, whose most minute regulations and rules have often embarrassed and plagued the modern ministers accredited to the court of the Emperor.
When the Prince heard how his messenger had been treated, he was indignant, and summoning his councillors resolved, although he was suffering from sickness, to collect his retainers and attack Abé Shirogorô; and the other chief Daimios, when the matter became publicly known, took up the cause, and determined that the Hatamotos must be chastised for their insolence.
Making his way thence to Yedo in one of his own ships, he shut himself up in his palace, once more with the purpose of withdrawing from the struggle. His retainers and many of the daimios and clans urged him to continue the war, declaring that, with the large army and abundant supplies at his command, and the powerful fleet under his control, they could restore him to the position he had lost.
The Daimios, too, as a means of spending their leisure hours when they were not out hawking or revelling with their mistresses, gave no inattentive ear to the readings and lectures of learned men. Each Daimioate took pride in the number and fame of her own learned sons. Thus throughout the country eminent scholars arose. With them a new era of literature dawned upon the land.
The daimios, who had been compelled to live at Yedo, flocked to Kioto. The Mikado, countenanced by the foreigners, overcame the resistance of the party of the Shoguns. He removed his residence to Yedo, now called Tokio . Feudalism was abolished , and a constitution promulgated in 1889. The empire was thus united and strengthened.
