They have thus not only suffered the name of law to be stolen, and applied to crime as a cloak to conceal its true nature, but they have rendered homage and obedience to crime, under the name of law, until the very name of law, instead of signifying, in their minds, an immutable principle of right, has come to signify little more than an arbitrary command of power, without reference to its justice or its injustice, its innocence or its criminality.
In this connection, we should note another type of "respectable" criminality noted by Havelock Ellis: "If those persons who raise the cry of `race-suicide' in face of the decline of the birth-rate really had the knowledge and the intelligence to realize the manifold evils which they are invoking, they would deserve to be treated as criminals."
But, without insisting upon such picturesque criminality and punishment as this, an observer, who kept both his eyes and heart open, would find it by no means difficult to discern that many residents and visitors of Washington so far sided with the South as to desire nothing more nor better than to see everything reestablished a little worse than its former basis.
