On the 17th of December, at one o'clock in the afternoon, the great man of the South, one of the greatest men in the history of the world, died. On that same day, eleven years before, in Angostura, Colombia had been created by his genius. He died at the age of forty-seven and one-half years.
It seemed like a sacrilege now, when he reflected how he had trained the gun of the old Maggie on her that day off the Coronados, and it seemed to him now even a greater sacrilege to have brazenly planned to enter her as a privateer in the struggles of the republic of Colombia.
In exercising the authority recognized by this act my predecessor, by and with the advice and consent of the Senate appointed successively ministers plenipotentiary to the Republics of Colombia, Buenos Ayres, Chili, and Mexico.
The Panama Congress was without practical results, and it possesses merely an historical interest. As a matter of fact, only four republics, Colombia, Central America, Peru, and Mexico, were represented.
He expressed much satisfaction at the obedience to law on the part of the army, "because if the armed force deliberates, freedom will be in danger, and the mighty sacrifices of Colombia will be lost." For two days only he exercised the executive power, but those days were sufficient to deepen the impression he had left as a great organizer.
Among the Goajiros of Colombia to mention the dead before his kinsmen is a dreadful offence, which is often punished with death; for if it happens on the rancho of the deceased, in presence of his nephew or uncle, they will assuredly kill the offender on the spot if they can. But if he escapes, the penalty resolves itself into a heavy fine, usually of two or more oxen.
A revolution occurred: the province of Panama declared its independence of Colombia, and at once completed the bargain. The revolution was so exceedingly opportune in the interests of the United States, and of the French concessionaires, that it is impossible not to suspect its instigation in these interests.
The claim for the brig Morris, which had its origin during the existence of the Republic of Colombia, and indemnification for which since the dissolution of that Republic has devolved upon its several members, will be urged with renewed zeal.
To the House of Representatives: I transmit herewith a report from the Secretary of State, containing the information called for by the House of Representatives of the 24th February last, in relation to the situation of the Government of the Republic of Colombia and the state of our diplomatic relations with it. WASHINGTON, March 26, 1832.
Quite naturally the Panamanians, in the course of less than half a century, had made more than fifty attempts to revolt from Colombia and establish their own independence. The most illiterate of them could understand that, if they were independent, the money which they received and passed on to Bogota., for the bandits there to spend, would remain in their own hands.
