One of its objects was to terminate the Mosquito Protectorate. Now, this was virtually the relinquishment on the part of England of her construction of the Clayton-Bulwer treaty, and, of course, was very desirable news to Mr. Buchanan, yet Lord Napier had withheld it.

It appears to the writer and to many others with whom he agrees, though without claim to represent them that the true state of the case is more nearly as follows: Since our nation came into being, a century ago, with the exception of a brief agitation about the year 1850, due to special causes, which, though suggestive, were not adequate, and summarized as to results in the paralyzing Clayton-Bulwer Treaty, the importance of the Central American Isthmus has been merely potential and dormant.

Our treaties with Mexico and Honduras, although covering the case of canal constructions, were of no practical importance, as the routes through these countries were not feasible. Correspondence in relation to the Proposed Interoceanic Canal, the Clayton-Bulwer Treaty, and the Monroe Doctrine. Government Printing Office, 1885, p. 5. Referred to hereafter as "Collected Correspondence."

Blaine then urged the building of an American canal across the Isthmus of Nicaragua, in defiance of the Clayton-Bulwer Treaty a plan which received the support of even President Arthur, under whom a treaty for the purpose was negotiated with the Republic of Nicaragua. Before this treaty was ratified by the Senate, however, Grover Cleveland, who had just become President, withdrew it.

"If we act with becoming discretion and firmness, I have no apprehension that the enforcement of our rights will lead to hostilities." And then let the United States free itself from entangling alliances by annulling the Clayton-Bulwer treaty.

In this treaty, the old Clayton-Bulwer treaty, so long recognized as inadequate to supply the base for the construction and maintenance of a necessarily American ship canal, is abrogated.

Correspondence relative to the Clayton-Bulwer treaty has been continued and will be laid before Congress. The legislation of France against the importation of prepared swine products from the United States has been repealed.

Seward, in his speech on the 'Clayton-Bulwer treaty, said respecting the Taylor administration: 'Sir, whatever else may have been the errors or misfortunes of that administration, want of mutual confidence between the Secretary of State and his distinguished chief was not one of them. They stood together firmly, undivided, and inseparable to the last.

In this dispatch we find the first suggestion of a repudiation of the Clayton-Bulwer treaty on the ground that it was a special and not a general contract, and that the work for which it had been negotiated had never been undertaken. Mr.
