At a table, covered with green cloth, shabbily lighted, in one of the committee rooms of the national assembly, were seated Robespierre, Collot d'Herbois, Carnot, and David. They were occupied in filling up the lists for the permanent guillotine, erected very near them, in la Place de la Revolution, which the executioners were then clearing of its gore, and preparing for the next day's butchery.
His resolution of passing the Alps with 25,000 men and marching by Lyons and Paris was known in the capital, and discussions arose respecting the consequences of this passage of another Rubicon. On the 17th of August 1797 Carnot wrote to him: "People attribute to you a thousand absurd projects.
Meanwhile veterans came from all parts to be enrolled; and General Carnot offered his services to the Emperor, who was much touched by this proceeding, and confided to him the defense of Antwerp. The zeal and courage with which the general acquitted himself of this important mission is well known.
For he had already, in concert with Carnot, sketched the plan of that which is generally considered as at once the most daring and the most masterly of all the campaigns of the war; and which, in so far as the execution depended on himself, turned out also the most dazzlingly successful.
Moniteur, thirty-first of July, 1793, and Nonidi, first Decade of Brumaire, in the year 2. See the Publiciste of the fourteenth of July, 1793. Marat was stabbed on the evening of the thirteenth. M. Hippolyte Carnot does his best to excuse this decree. His abuse of England is merely laughable. England has managed to deal with enemies of a very different sort from either himself or his hero.
The spirit of anarchy, which had been so strikingly displayed in the excesses of the Parisian Commune, was shown later in various instances of death and destruction by the use of dynamite bombs, exploded in Paris and elsewhere. But its most striking example was in the murder of President Carnot, who was stabbed by an anarchist in the streets of Lyons.
Just was intrusted with the duty of denouncing its enemies; Couthon for bringing forward its general measures; Billaud Varennes and Collot d'Herbois with the management of departments; Carnot was made minister of war; and Robespierre general dictator. This committee, though required to report to the Convention, as the supreme authority, had really all the power of government.
While Bonaparte was expressing his opinion on his campaigns and the injustice with which they had been criticised, it was generally believed that Carnot dictated to him from a closet in the Luxembourg all the plans of his operations, and that herthier was at his right hand, without whom, notwithstanding Carnot's plans, which were often mere romances, he would have been greatly embarrassed.
It had never occurred to the poor man that while the skirmishers made the noise the columns carried the positions. The first generals of the Republic were fighting-men, and nothing more. The principal direction of affairs was in the hands of Carnot and of the Committee of Public Safety: it was sometimes judicious, but often bad.
But then, in 1824, a French philosopher, Sadi Carnot, caught step with the great Englishmen, and took a long leap ahead by explicitly stating his belief that a definite quantity of work could be transformed into a definite quantity of heat, no more, no less.
