The praetor Marcus Caelius Rufus, a good aristocrat and bad payer of debts, of some talent and much culture, as a vehement and fluent orator hitherto in the senate and in the Forum one of the most zealous champions for Caesar, proposed to the people without being instructed from any higher quarter to do so a law which granted to debtors a respite of six years free of interest, and then, when he was opposed in this step, proposed a second law which even cancelled all claims arising out of loans and current house rents; whereupon the Caesarian senate deposed him from his office.
There having received a blow of a stone thrown from the wall of the town which was commanded by Quintus Pedius with one legion, he died of it; and Caelius having set out, as he pretended for Caesar, went to Thurii, where he was put to death as he was tampering with some of the freemen of the town, and was offering money to Caesar's Gallic and Spanish horse, which he had sent there to strengthen the garrison.
What you have said on this occasion I consider as an absolute Irony: but I shall not inform you why I think so, lest you should imagine I design to flatter you. I shall therefore pass over the many fine encomiums you have bestowed upon these; and what you have said of Cotta and Sulpicius, and but very lately of your pupil Caelius.
Yet within a generation of the date when these wise words were written, the letters of Caelius show us that the art was used utterly without discretion, and to the detriment both of state and individual. The high ideal of culture and conduct had been lost in the actual practice of oratory, in a degenerate age, full of petty ambitions and animosities.
For we are maintaining all the grants made by Caesar; and men of praetorian rank, Philadelphus Annius, and that innocent Gallius; and men of aedilitian rank, he on whom I have spent so much of my lungs and voice, Bestia, and that patron of good faith and cheater of his creditors, Trebellius, and that bankrupt and ruined man Quintus Caelius, and that support of the friends of Antonius Cotyla Varius, whom Antonius for his amusement caused at a banquet to be flogged with thongs by the public slaves.
While Caesar was operating round Dyrrhachium, there was a dangerous rising in Campania and Southern Italy, for which our giddy friend Caelius Rufus was chiefly responsible; gladiators and ruffianly shepherd slaves were enlisted, and by some of these the villa where she was staying was attacked, and successfully defended by her so much at least it seems possible to infer from the fragment recently discovered.
Some suppose it was the Herring or Sprat; others believe it was the mackarel; after all, perhaps it was the Anchovy, which I do not find distinguished by any other Latin name: for the Encrasicolus is a Greek appellation altogether generical. Those who would be further informed about the Garum and the Scomber may consult Caelius Apicius de recogninaria, cum notis, variorum.
I was prevented, however, by the decided opinion of men of the greatest learning, who considered that it was best to cultivate the genius by the study of Greek." This same Gallus, for he lived to a great age, was pointed at by M. Caelius, in a speech which he was forced to make in his own cause, as having supplied his accuser, Atracinus , with materials for his charge.
Marcus Caelius, a correspondent of Cicero, who had been elected praetor for 49, and kept his friend informed how things were going on, wrote in the autumn: "All is at a standstill about the Gallic government. The subject has been raised, and is again postponed.
Young Appius Claudius accuses Servilius, and makes a mess of the attack, while the praetor mismanages the conduct of the trial, so that nothing comes of it; but finally Appius is himself accused by the Servilii de vi, in order to keep him from further attacks on Servilius! Appius the father quarrelled with Caelius and egged on others to accuse him, though he was curule aedile at the time.
