Just as the expedition was sailing, however, Canrobert, who had supreme authority over the French naval forces, forbade Admiral Brueys from proceeding, and Sir Edmund magnanimously gave up the enterprise for a time at the earnest request of his colleague. A fortnight afterwards, however, General Pelissier succeeding Canrobert, authorised the French admiral to proceed in support of the English.

He, however, sometimes repeated, in a tone which it would be difficult to describe, "Unfortunate Brueys, what have you done!" I have remarked that in some chance observations which escaped Napoleon at St. Helena he endeavoured to throw all the blame of the affair on Admiral Brueys.

The following letter to Brueys, dated the 28th of April 1798, proves the contrary: Some disturbances which have arisen at Vienna render my presence in Paris necessary for a few days. This will not change any of the arrangements for the expedition. I have sent orders by this courier for the troops at Marseilles to embark and proceed to Toulon.

Africa got entirely too hot to cut any ice with me. Ten days after I had made my friend Ptolemy turn over in his grave, Admiral Nelson came along with an English fleet and challenged our Admiral Brueys to a shooting-match for the championship of Aboukir Bay.

Brueys speedily discovered that the first plan was beset by grave dangers: the entrance to the harbour of Alexandria, when sounded, proved to be most difficult for large ships such was his judgment and that of Villeneuve and Casabianca and the exit could be blocked by a single English battleship.

Of all the chiefs he was the greatest controversialist, and in his capacity of preacher he distinguished himself from his companions by wearing a wig. There must have been something comical in his appearance, for Brueys describes him as a little, squat, bandy-legged man, presenting "the figure of a little bear." But it was an enemy who drew the picture.

In the battle at Aboukir he was the second in command; and, after the death of Admiral Brueys, he rallied the ships which had escaped, and sailed for Malta, where, two years afterwards, he signed, with General Vaubois, the capitulation of that island.

On leaving Alexandria, he had earnestly recommended to Admiral Brueys to secure his squadron from the English, either by taking it into the harbour of Alexandria, or by proceeding with it to Corfu; and he had particularly enjoined him not to leave it in the road of Abukir, for it was much better to fall in with an enemy when under sail than to receive him at anchor.

Admiral Brueys was a brave and able man; yet the indelible character of his country broke out in one of his letters, wherein he delivered it as his private opinion, that the English had missed him, because, not being superior in force, they did not think it prudent to try their strength with him. The moment was now come in which he was to be undeceived.

The French had found it impossible to enter the neglected and ruined port of Alexandria. Admiral Brueys had, by command of Napoleon, offered a reward of 10,000 livres to any native pilot who would safely convey the squadron in, but not one was found who would venture to take charge of a single vessel that drew more than twenty feet.
