"All citizens who were disfranchised before the magistracy of Solon shall resume their rights, except those who have been condemned by the Areopagus, or by the Ephetai, or by the king archons, in the prytaneum, for murder or manslaughter, or attempts to overthrow the government and who were in exile when this law was made."

Such is the legendary account of the change of government at Athens, from royalty to an oligarchy. It appears to have taken place peaceably and gradually, as in most other Greek states. The whole political power was vested in the nobles; from them the nine annual archons were taken, and to them alone these magistrates were responsible.

After these preliminary measures, they drew up the constitution in the following manner. The revenues of the state were not to be spent on any purpose except the war. All magistrates should serve without remuneration for the period of the war, except the nine Archons and the Prytanes for the time being, who should each receive three obols a day.

At Athens, some of the magistrates were very often present at the making of wills. Sometimes the archons were also present. Sometimes the testator declared his will before sufficient witnesses, without committing it to writing. Thus Callias, fearing to be cut off by a wicked conspiracy, is said to have made an open declaration of his will before the popular assembly at Athens.

The power of the archons was reduced. All of the free inhabitants of Attica were admitted to citizenship. New tribes, ten in number, each comprising ten denes, or hamlets, with their adjacent districts, superseded the old tribes. A council of five hundred, fifty from each tribe, supplanted Solon's council of four hundred. The courts of law were newly organized.

From a peak in Salamis another answered. In Eleusis, Hermippus the Noble was running to his daughter. In Peiræus, the harbour-town, the sailor folk were dancing about the market-place. In Athens, archons, generals, and elders were accompanying Conon to the Acropolis to give thanks to Athena. Conon had forgotten how he had disowned his son. Another beacon glittered from the Acropolis.

If there were no sons, the daughters inherited the property of their parents; but a person who had no children could bequeath his property to whom he pleased. Solon prohibited costly sacrifices at funerals; he forbade evil-speaking of the dead, and indeed of all persons before judges and archons; he pronounced a man infamous who took part in a sedition.

He now destroyed the democratic and popular constitutions in all the Greek cities which had been subject to Athens, placing a Lacedæmonian in each as harmost or governor, with a council of ten archons under him, composed of men selected from the political clubs which he had established.

It had previously consisted of 400 members, but it was now enlarged to 500, fifty being selected from each of the ten new tribes. The Ecclesia, or formal assembly of the citizens, was now summoned at certain fixed periods; and Clisthenes transferred the government of the state, which had hitherto been in the hands of the archons, to the senate and the ecclesia.

A new council was established, which had the right to initiate legislation, composed of one hundred from each of the four old tribes, and annually elected by the body of the citizens. The Ecclesia, or assembly of the whole people, having the right to choose the archons and councilors, was revived. Courts of Appeal, with jury trials, were instituted.
