Every attempt to circulate the Dielo Naroda or other newspapers of the opposition was severely punished. The volunteer venders of these papers were arrested, cruelly struck down by rifle butts, and sometimes even shot. As Radek said to me, he intended to destroy Larin's position, but not, if he could help it, prevent Larin being nominated among the Jaroslavl delegates to All-Russian Conference which was in preparation. Larin, whose work keeps him continually traveling, has his own car, specially arranged so that his uninterrupted labor shall have as little effect as possible on his dangerously frail body.
In September of that year there was a Conference at Moscow, where it was decided to call an All-Russian Trades Union Congress. Reaction in Russia made this impossible, and the most they could do was to have another small Conference in February, 1906, which, however, defined their object as that of creating a general Trade Union Movement organized on All-Russian lines.
Alminsky, a Bolshevist writer of note, felt called upon to protest against this hideous travesty of democratic justice, and wrote in Pravda: The absence of the necessary restraint makes one feel appalled at the "instruction" issued by the All-Russian Extraordinary Commission to "All Provincial Extraordinary Commissions," which says: "The All-Russian Extraordinary Commission is perfectly independent in its work, carrying out house searches, arrests, executions, of which it afterward reports to the Council of the People's Commissaries and to the Central Executive Council."
You remember, comrades, under what conditions our delegation went to Brest-Litovsk last time, right after one of the sessions of the Third All-Russian Congress of the Soviets. At that session, we reported on the state of the negotiations, and the demands of our opponents.
To deal with this grave situation two important conventions were arranged for, as follows: the Convention of Soldiers' Delegates from the Front, which opened on May 10th and lasted for about a week, and the First All-Russian Congress of Peasants' Delegates, which opened on May 17th and lasted for about twelve days.
They conspired to overthrow the Provisional Government. Their plot was to bring about an armed revolt on the 24th of June, when the All-Russian Congress of Soviets would be in session. They planned to arrest the members of the Provisional Government and assume full power. At the same time, all the soldiers at the front were to be called on to leave the trenches.
The routine work is run by a College of nine members appointed by the Council of People's Commissars. The Commissar of Education himself is appointed by the All-Russian Executive Committee. Besides this, there is a Grand College which meets rarely for the settlement of important questions.
Such a coalition we did, in fact, propose from the very beginning at the session of the Second All-Russian Council of Soviets, on the 25th of October. The Kerensky Government had been overthrown, and we suggested that the Council of Soviets take the government into its own hands. But the Right parties withdrew, slamming the door after them. And this was the best thing they could have done.

Of course control by the workers, as it was first introduced, led speedily to many absurdities and, much to the dissatisfaction of the extremer elements, has been considerably modified.
