The Hague Conferences were concerned with questions of general international interest, and had no bearing upon the internal affairs of states. Such, however, was not the character of the conference which convened at Algeciras, Spain, in December, 1905, for the purpose of adjusting the very serious dispute that had arisen between France and Germany over the status of Morocco.
I was then puzzled to know what to do with so many men; our ship was running large with all her steering sails out, so that we could not immediately bring her to the wind, and we were directly off Algeciras Point from whence I had reason to fear she might receive assistance, and my port Gibraltar in full view.
Nevertheless, her complaisance earned general sympathy, while the bullying tone of German diplomacy, continued during the Conference held at Algeciras, hardened the opposition of nearly all the Powers, including the United States. Especially noteworthy was the declaration of Italy that her interests were identical with those of England.
We are not even sure of their diplomatic help, as the conduct of Italy at the conference of Algeçiras sufficiently demonstrated. It even seems questionable at the present moment whether we can always reckon on the support of the members of the Triple Alliance in a defensive war. The recent rapprochement of Italy with France and England goes far beyond the idea of an "extra turn."
They were then put on board a ship, and taken to Algeciras where they were kept, for nearly a month, prisoners on board ship but were, on the 11th of January, 1781, sent across to Gibraltar. The next five months passed slowly and heavily. Occasionally, privateers and other craft ran through the blockade of the Spanish cruisers, and succeeded in getting into port.
The attitude of the United States toward purely European controversies was illustrated in our action on the Moroccan question. In 1905-1906 a controversy broke out between Germany and France in relation to Morocco, and in January of the latter year a conference was held at Algeciras in southern Spain in which ten European nations and the United States took part.
He arrived before the town, five days after it surrendered, and attacked the castle; but the Moors encamped on the neutral ground in his rear, and cut him off from his supplies; and he was obliged at last to negotiate, and was permitted to retire. He was not long away. Next time he attacked Algeciras; which, after a long siege, he took in 1343.
By this bridle-path, it is whispered, a vast smuggled commerce has ever found passage to the mainland, and scarce a boatman or passenger lands at Algeciras from Gibraltar but carries somewhere on his person as much tobacco as he may hope to conceal with safety.
