These decrees were passed at Leucas, the capital of Acarnania, the place where all the states usually met in council.

In the course of this winter, after the dispersion of the Peloponnesian fleet, the Athenians in Naupactus, under Phormio, coasted along to Astacus and disembarked, and marched into the interior of Acarnania with four hundred Athenian heavy infantry and four hundred Messenians.

Oineus was rich in vineyards and in orchards, and no other man in all Greece was happier or more blessed than he. He had married, early in life, the Princess Althea, fairest of the maidens of Acarnania; and to them a son had been born, golden-haired and beautiful, whom they called Meleager.

To carry out this decree twenty men, selected from the citizens over fifty years of age, were sent out, five of whom invited the Ionian and Dorian Greeks in Asia and the islands as far as Lesbos and Rhodes, five went to the inhabitants of the Hellespont and Thrace as far as Byzantium, and five more proceeded to Boeotia, Phocis, and Peloponnesus, passing from thence through Locris to the neighboring continent as far as Acarnania and Ambracia; while the remainder journeyed through Euboea to the Oetaeans and the Malian Gulf, and to the Achaeans of Phthia and the Thessalians, urging them to join the assembly and take part in the deliberations concerning the peace and well-being of Greece.

That the Romans should endeavour to put the Aetolians in possession of Acarnania. If the Aetolians should make peace with Philip, they should insert a stipulation that the peace should stand good only on condition that they abstained from hostilities against the Romans, their allies, and the states subject to them.

He observed in the council, that the inland parts of Acarnania should be guarded from danger, and that all who were able to bear arms ought to march out to Medio and Thurium, to prevent those places from being seized by Antiochus, or the Aetolians; on which there were some who said, that there were no necessity for all the people to be called out in that hasty manner, for a body of five hundred men would be sufficient for the purpose.

Simultaneously with this great defeat, the Macedonians suffered other discomfitures at all the points which they still occupied; in Caria the Rhodian mercenaries defeated the Macedonian corps stationed there and compelled it to shut itself up in Stratonicea; the Corinthian garrison was defeated by Nicostratus and his Achaeans with severe loss, and Leucas in Acarnania was taken by assault after a heroic resistance.

Moreover there are other rivers also, not in size at all equal to the Nile, which have performed great feats; of which I can mention the names of several, and especially the Acheloos, which flowing through Acarnania and so issuing out into the sea has already made half of the Echinades from islands into mainland.

One party of the citizens now joined him through inclination, and those who were of different sentiments were compelled by fear to attend him. He then calmed their apprehensions by a discourse full of mildness; and in the hope of experiencing his clemency, which was reported abroad, several of the states of Acarnania went over to his side.

In a few days after, on hearing of the battle at Cynoscephalae, all the states of Acarnania made their submission to the lieutenant-general.
