Athens on her part reviewed her existing confederacy, and sent embassies to the places more immediately round Peloponnese Corcyra, Cephallenia, Acarnania, and Zacynthus perceiving that if these could be relied on she could carry the war all round Peloponnese. And if both sides nourished the boldest hopes and put forth their utmost strength for the war, this was only natural.
But seeing no prospect of effecting any thing, except by force, he began to erect towers and sheds, and to bring up the battering-rams to the walls. The whole of Acarnania, being situated between Aetolia and Epirus, faces towards the west and the Sicilian sea.
Nor did Philip proceed farther than Dium, though he had marched with great expedition to prevent the Acarnanians being overpowered; and when he had received information that the Aetolians had returned out of Acarnania, he also returned to Pella.
These tribes assembled together before authentic history commences, before the return of the Heracleids. There were other States which were not represented in this league—Arcadia, Elis, Æolia, and Acarnania; but the league was sufficiently powerful to make its decisions respected by the greater part of Greece. Each tribe, whether powerful or weak, had two votes in the assembly.
A further element of union among the Greeks was the similarity of manners and character. It is true the difference in this respect between the polished inhabitants of Athens and the rude mountaineers of Acarnania was marked and striking; but if we compare the two with foreign contemporaries, the contrast between them and the latter is still more striking.
The diet or council of the league, called the Panaetolicum, assembled every autumn, generally at Thermon, to elect the strategus and other officers; but the details of its affairs were conducted by a committee called APOCLETI, who seem to have formed a sort of permanent council, The AEtolians had availed themselves of the disorganised state of Greece consequent upon the death of Alexander to extend their power, and had gradually made themselves masters of Locris, Phocis, Boeotia, together with portions of Acarnania, Thessaly, and Epirus.
But Athens sent Demosthenes, Hegesippus, Polyeuctus and others to rouse the Corinthians to resistance, and also dispatched a force of citizens to Acarnania to help in the defence against Philip. The town of Chalcis, however, under Callias and Taurosthenes, remained friendly to Athens, and made a treaty of alliance with her.
During the celebration of the mysteries, two young men of Acarnania, who were not initiated, unapprized of its being an offence against religion, entered the temple of Ceres along with the rest of the crowd: their discourse readily betrayed them, by their asking some absurd questions; whereupon, being carried before the presidents of the temple, although it was evident that they went in through mistake, yet they were put to death, as if for a heinous crime.
After this, at the request of the Achaeans, he marched with them into Acarnania, and there collected great spoils, and defeated the Acarnanians in battle.
Thirdly, I require that for the rest of my life I shall retain, without annual re-investiture, my pachalik of Janina, the coast of Epirus, Acarnania and its dependencies, subject to the rights, charges and tribute due now and hereafter to the sultan. Fourthly, I demand amnesty and oblivion of the past for all those who have served me until now.
