That the various acts of Parliament for raising revenue; taking away trials by jury; ordering that persons might be tried in a different country from that in which the cause of accusation originated; closing the port of Boston; abrogating the charter of Massachusetts Bay, &c., &c., were all part of a premeditated design and system to introduce arbitrary government into the colonies.

A woman who secured a divorce through a fault of her husband had always to wait at least a year before marrying again propter seminis confusionem. Justin, the nephew and successor of Justinian, reaffirmed the right to divorce by mutual consent, thus abrogating the laws of his predecessors.

But although the grandees of Adiabene had failed in their first attempt, as being delivered up by God into their king's hands, yet would they not even then be quiet, but wrote again to Vologases, who was then king of Parthia, and desired that he would kill Izates, and set over them some other potentate, who should be of a Parthian family; for they said that they hated their own king for abrogating the laws of their forefathers, and embracing foreign customs.

"We have had," he said in conclusion, "a striking instance of that noblest of all the feelings of the human breast, tenderness and care for the weak and helpless; and without abrogating the practise of our church which forbids us to pray for the souls of those who have been summoned away from us, I will ask you all before dispersing to-day to join with me in a few moments' silent meditation on the lesson to be derived from a kindness that has proved undying a pity that has the attribute of things eternal, and, speaking to us from the other side of the grave, may in all reverence be described as Angelic."

It takes a single point of state policy, and exalts it above NATIONAL interests, utterly overshadowing them; abrogating national rights; making void a clause of the Constitution; humbling the general government into a subject crouching for favors to a superior, and that too on its own exclusive jurisdiction.

We repeat it, the reduction of persons to things; not robbing a man of privileges, but of himself; not loading with burdens, but making him a beast of burden; not restraining liberty, but subverting it; not curtailing rights, but abolishing them; not inflicting personal cruelty, but annihilating personality; not exacting involuntary labor, but sinking him into an implement of labor; not abridging his human comforts, but abrogating his human nature; not depriving an animal of immunities, but despoiling a rational being of attributes, uncreating a MAN to make room for a thing!

At the commencement of the last session, as you know, Gentlemen, a resolution was brought forward in the Senate for annulling and abrogating this order, by Mr. Ewing, of Ohio, a gentleman of much intelligence, of sound principles, of vigorous and energetic character, whose loss from the service of the country I regard as a public misfortune.

It was alleged in excuse that the treaty provided for its own abrogation; but of course it is infinitely better to have a treaty under which the power to exercise a necessary right is explicitly retained rather than a treaty so drawn that recourse must be had to the extreme step of abrogating if it ever becomes necessary to exercise the right in question.

The same year he appeared before the House committee on foreign affairs for the government of Hawaii in opposition to the project for abrogating the treaty of 1875. Mr. Boutwell's pleas and arguments have with few exceptions been published in book or pamphlet form, or both, and form of themselves a most valuable and interesting addition to legal literature.

The Keeper of the Seals, to make a diversion; proposed to read the speech he had prepared to serve as preface to the decree to be read at the Bed of justice, abrogating the Parliament decrees; as he was finishing it, some one entered to say he was asked for at the door.
