Several forces came into operation at this time, and population increased rapidly, to 572,363 in 1817, and to 704,465 in 1827. In 1841, it was a little more than a million. But the increase in colored population, by the importation of African slaves, outstripped the increase by the whites. In 1841, the population was divided into 418,291 whites and 589,333 colored.

As late as in 704 Caesar had entrusted to him the supreme command in Cisalpine Gaul, in order partly to put this confidential post into safe hands, partly to forward the views of Labienus in his canvass for the consulship.

The filling up of the Gallic governorships was placed in the order of the day for the 1st March 704; but even now it was attempted to break up the army of Caesar just as had formerly been done by decree of the people with the army of Lucullus by inducing his veterans to apply to the senate for their discharge.
