The payment of the remaining $28,635.54 was to await the decision of the commissioners for or against the Amistad claim; but in any event the balance was to be paid to the claimants either by Spain or the United States. These terms, I have every reason to know, are highly satisfactory to the holders of the Cuban claims.

But to adopt the same plan in the conquered countries of Scotland and Ireland would have been dangerous; thirty representatives were therefore summoned from each; and, as the elections were conducted under the eyes of the Thurloe, vol. vii. passim. Carte's Letters, ii. 157-182, Londorp, viii. 635, 708.

Our dutiable imports amounted to $324,635,479, a decrease of $58,156,690 over the preceding year, and importations free of duty amounted to $291,414,175, a decrease from the preceding year of $90,524,068. Internal-revenue receipts exceeded those of the preceding year by $24,212,067.

This gives, of convicts, one in every 635 of the whole population of the State; one in 711 of the native born; one in 417 of the Chinese; one in 632 of the Irish born; and one in 1024 of the Germans. Legislative action to assist cooperative associations and supplement their efforts was passed at the last session of Congress. Important credit measures were also provided by Congress in 1923 which have been of inestimable value to the cooperative associations.

The sum total which has been expended on this object, since Nov. 19, 1840, amounts to £4,635, 15s. 2¾d. The total number of all the tracts and books which have been circulated since Nov. 19, 1840, is 5,710,981. Letters from those to whom tracts were sent for distribution, convey the intelligence that in very many instances the tracts were blessed to the conversion of sinners.

It is by faith, by patience, and by dying That we must conquer, as our sires of old."

Horsley was the controversialist, later on Bishop of St. David's and next of Rochester. Hist. xxxii. 258.
