The National Association of Audubon Societies, with headquarters at 1974 Broadway, New York City, makes the following offer of assistance to those teachers and others who are interested in giving instruction to children on the subject of birds and their usefulness. Every member will be required to pay a fee of ten cents each year.

If we make these our national agenda, this is what we will achieve in 1974: We will break the back of the energy crisis; we will lay the foundation for our future capacity to meet America's energy needs from America's own resources.

To bolster business and industry and to create new jobs, I propose a 1-year tax reduction of $16 billion. Three-quarters would go to individuals and one-quarter to promote business investment. This cash rebate to individuals amounts to 12 percent of 1974 tax payments a total cut of $12 billion, with a maximum of $1,000 per return. I call on the Congress to act by April 1.

To understand the state of the Union, we must look not only at where we are and where we're going but where we've been. The situation at this time last year was truly ominous. The last decade has seen a series of recessions. There was a recession in 1970, in 1974, and again in the spring of 1980. Each time, unemployment increased and inflation soon turned up again.
