State of the Union Address Dwight D. Eisenhower January 7, 1954 Mr. President, Mr. Speaker, Members of the Eighty-third Congress: It is a high honor again to present to the Congress my views on the state of the Union and to recommend measures to advance the security, prosperity, and well-being of the American people.
Probably the most unique part of the whole European Flap was the fact that the Iron Curtain countries were having their own private flap. The first indications came in October 1954, when Rumanian newspapers blamed the United States for launching a drive to induce a "flying saucer psychosis" in their country.
This record includes our inherited burden of indebtedness and obligations and deficits. The current year's budget, as you know, carries a 5.9 billion dollar deficit; and the budget, which was presented to you before this administration took office, indicates a budgetary deficit of 9.9 billion for the fiscal year ending June 30, 1954. The national debt is now more than 265 billion dollars.

The provisions of the will set forth that $72,000,000 was to set aside in trust for Marshall III., until the year 1954. At the expiration of that period it, together with its accumulation, was to be turned over to him. To the other grandson, Henry, $48,000,000 was bequeathed under the same conditions.

The decisive political developments in South and East Asia following war's end in 1945 were first, the expulsion of the British, French and Dutch from their military strongholds in the area; second, the spectacular unification of China and its rapid advance from inferiority and political inconsequence to a place among the three major world powers; third, the meteoric comeback of Japan after its unconditional surrender in 1945; and fourth, the failure of the costly effort mounted by Washington after 1954 to establish itself in a position from which it could dominate the Pacific Ocean and East Asia.
The Secretary of Agriculture and his associates will, of course, execute the present act faithfully and thereby seek to mitigate the consequences of the downturn in farm income. This price-support legislation will expire at the end of 1954. So we should begin now to consider what farm legislation we should develop for 1955 and beyond.
The Administration will shortly propose legislation to assure adequate disclosure of the financial affairs of each employee pension and welfare plan and to afford substantial protection to their beneficiaries in accordance with the objectives outlined in my message of January 11, 1954.
