Little active work was being done with the Legislature but it is the pride of the suffragists that no Legislature ever convened which they did not memorialize and only two years passed without a State convention 1912, and two were held in 1913; and 1917, when a congressional conference was held instead. The presidents during these years were Mrs. Martha E. Snyder Root, Bay City, 1902-3; Mrs.
Wilson was more nearly Scott's own age than the other important members of this enterprise, and Wilson, it must be remembered, had pulled shoulder to shoulder with Scott on his southern sledge journey in 1902-3.
The gradual aggravation of the condition of the Turkish Empire, notably in Macedonia, the unredeemed Bulgaria, where since the insurrection of 1902-3 anarchy, always endemic, had deteriorated into a reign of terror, and, also the unmistakably growing power and spirit of Serbia since the accession of the Karageorgevich dynasty in 1903, caused uneasiness in Sofia, no less than in Vienna and Budapest.
The shipments have never reached $50,000,000 a year, but have gone very near that point. Every large state in southern India produces cotton, but Bombay and Berar are the principal producers. The area for the whole of India in 1902-3 was 14,232,000 acres, but this has been often exceeded. In 1893-4 the area planted was nearly 15,500,000. The average is about 14,000,000 acres.
He was at work on The Aran Islands, and on his three early one act plays, The Tinker's Wedding, Riders to the Sea, and The Shadow of the Glen. He came to London in the winter of 1902-3, where I saw him as I have described. London did not suit him and he did not stay long. He gave up his room in Paris at this time, with some searching of the heart; for at thirty one clings to youth.
For this purpose we spent the winter of 1902-3, travelling in France, Italy, Germany and England, returning to America in April, 1903."
In 1876-7 the mean number of indoor paupers for England and Wales was 130,337, or 5.4 per 1000 of the population; in 1902-3 the number had risen to 203,604, or 6.2 per 1000 of the population. This rise of indoor pauperism has indeed been coincident with a larger decline of outdoor pauperism through this same period.
The alarming feature in this table is the rapid rise of indoor pauperism, far more rapid than the growth of London's population. From 1861-2 the number of indoor paupers has grown by steady increase from 26,667 to 61,432 in 1902-3, or from a ratio of 9.5 to one of 13.4 per 1000.
