A Council at Rome, in 836, ordained that there should be three kinds of schools throughout Christendom: episcopal, parochial in towns and villages, and others wherever there could be found place and opportunity. The Council of Lateran, in 1179, ordained the establishment of a grammar school in every cathedral for the gratuitous instruction of the poor.
Therefore, in 1179, on the death of Kiyomori's daughter, to whose care Motomichi had been entrusted in his childhood, the ex-Emperor, at the instance of Motofusa, appropriated all her manors and those of Motomichi.
In 1179, at the third Lateran Council, Alexander III proclaimed a crusade against all enemies of the Church, among whom were included, for the first time, professing Christians.
The rebel Count of Aumale died in 1179, and his heiress married the faithful Earl of Essex, who took the title of Aumale with all the lands on both sides of the water. In 1186 Roger Mowbray went on crusade. The king took into his own hands all castles, even those of "his most familiar friend," the justiciar De Lucy.
Hugh de Lacy returning to the government of Dublin, in 1179, on Fitz-Aldelm's recall, was more than half Hibernicized by marriage with one of Roderick's daughters, and the Norman tide stood still in Meath. Several strong fortresses were indeed erected in Desmond and Leinster, by John Lackland and by de Courcy, in his newly won northern territory.
Hugh de Lacy, restored to the supreme authority on the recall of Fitz-Aldelm in 1179, began to conceive hopes, as Strongbow had done, of carving out for himself a new kingdom. After the assassination of O'Ruarc already related, he assumed without further parley the titles of Lord of Meath and Breffni.
Erling was still pursuing him and in June, 1179, was in the coast town of Nidaros, his son, Magnus, with him. In the harbor lay the fleet. The earl and the king were feasting with their followers when word was brought them that the Birchlegs were approaching. "I wish it was true," said the earl. "I should like nothing better than to meet that hound Sverre.
In 1179 the Ducal power was still further restricted by the creation of a senate called the Quarantia for the administration of justice; while in 1229 the Senate of the Pregadi, interposed between the Doge and the Grand Council, became an integral part of the constitution. To this latter Senate were assigned all deliberations upon peace and war, the voting of supplies, the confirmation of laws.
Thereafter he attended the King, probably as chaplain, on his foreign wars, represented him at the French Court, and went to Rome to the Lateran Council of 1179. After the death of Henry II. he seems to have continued in favour under Richard I. and John, and was Archdeacon of Oxf. in 1196.
Here he found a parti-coloured robe, a coat, two shirts, a rattle, knife, staff, copper girdle, bed, table, and lamp, a chair, chest, pail, cask and funnel, and this was his portion for ever. He was not before 1179 allowed even a leprous priest to say Mass for him. The disease rotted away his flesh till he died, limbless or faceless in fearful shipwreck, and unhouselled.
