"He is a revolted slave, whom we must punish," he exclaimed; "the honor of France is outraged." Resolved to reduce the negroes again to slavery, he sent to Hayti a fleet of sixty ships and an army of about thirty-five thousand men, under General Leclerc, the husband of Pauline Bonaparte. Pauline accompanied him, and also several officers who had been former opponents of Toussaint.

Then hurried into Trinidad, to make confusion worse confounded, French Royalist families, escaping from the horrors in Hayti; and brought with them, it is said, many still faithful house-slaves born on their estates.

As authorized by the Congress, preliminary steps have been taken for the assemblage at this capital during the coming year of the representatives of South and Central American States, together with those of Mexico, Hayti, and San Domingo, to discuss sundry important monetary and commercial topics.

A commercial and consular treaty has been negotiated, subject to the Senate's consent, with Liberia, and a similar negotiation is now pending with the Republic of Hayti. A considerable improvement of the national commerce is expected to result from these measures.

France, under Charles X, demanded an indemnity of thirty million dollars to reimburse the planters for confiscated lands and property. This Hayti tried to pay, but the annual installment was a tremendous burden to the impoverished country. Further negotiations were entered into.

This ended his cruise among the Caribbean Islands, the inhabitants of which he described as cannibals, and the most warlike people hitherto met with. On the 22nd of November the squadron came off the eastern end of Hispaniola, or Hayti, and the sailor who had died of his wound was here sent on shore to be buried.

At first things seemed to promise success. The Indians told big stories of gold to be found in the mountains of Hayti; the men sent to the mountains discovered signs of gold, and at once Columbus sent home joyful tidings to the king and queen of Spain. Then he and his men hunted everywhere for the glittering yellow metal.

He placed the value of the bark William and her cargo, with some money which he claimed was on her, at about $92,000. He claimed also that he had been subjected to many losses in business transactions, which he had been unable to consummate owing to his arrest in Hayti. These amounted to about $750,000.

This Government asserted his treaty right to equal treatment with natives of Hayti in all suits at law. Our contention was denied by the Haytian Government, which, however, while still professing to maintain the ground taken against Mr. Van Bokkelen's right, terminated the controversy by setting him at liberty without explanation.

"After the treaty, by which France recognized the Haytian Republic, Gobseck was one of the members of the commission appointed to liquidate claims and assess repayments due by Hayti; his special knowledge of old fortunes in San Domingo, and the planters and their heirs and assigns to whom the indemnities were due, had led to his nomination.
