Of the three millions of population, five hundred thousand were negro slaves, carried no muskets, and caused constant fear of revolt.

The recovery of the province of Louisiana was an integral part of their programme. While the Directory was still in power and Bonaparte was pursuing his ill-fated expedition in Egypt, Talleyrand had tried to persuade the Spanish Court to cede Louisiana and the Floridas.

In more respectful vision he beholds the darkened mansions of the richest and best, who have already fled the scene of their brief winter revel and are forcing the spring in their Floridas, their Egypts, their Rivieras.

I do not know what elegant names have been given to the Floridas, the Iowa, or any of the other territories, but no doubt they are equally significant. Texas, I suppose, will be called Annexation State. This information, although it appears frivolous, is very useful, as without it much of the perpetual war of politics in the States cannot be understood.
