We see that it follows no arbitrary rules of state or empire. It is a law unto itself: the law of mental attraction and community. The centres of passionate nationhood Poland, Finland, Ireland withstand all attempts at suppression. You cannot break a strong will to national independence by sledge-hammer blows.
The old Finnish party has adopted the policy of passive resistance and protest. But the inroads upon the constitution of Finland, in the form of imperial decrees, rules, and regulations by the Governor-General and his subordinates, have been so many and so sweeping in their character that even the most conservative are beginning to lose patience.
During the time that Finland was under Swedish control, the Finns had learned to dislike everything Russian. These anti-Russian tendencies were accentuated, after Finland became an appanage of the Russian crown, by the restrictive and often reactionary policy of the Imperial Government.

In the numberless fiords that extend from Christiansand to Cape North, among the dangerous reefs of Finland, and in the channels of the Loffoden Islands, opportunities to familiarize themselves with the perils of ocean are not wanting; and from time immemorial they have given abundant proofs of their courage.
Take the dealings with Finland. The whole thing is monstrous. It is both comedy and tragedy. Finland is by far the best-developed part of the empire; it stands on a higher plane than do the other provinces as regards every element of civilization; it has steadily been the most loyal of all the realms of the Czar.
