By what people was Bruttium inhabited? What is the geographical situation of Apulia? What description is given of Calabria? What islands belong to Italy? See Historical Miscellany, Part II. Chap. At first they were sacrificed; but in later ages this cruel custom was laid aside, and they were sent out as colonists.
Quintus Fabius Maximus for the fifth time, and Quintus Fulvius Flaccus for the fourth having entered on their offices of consuls on the ides of March, on the same day, Italy was decreed as the province of both, their command, however, was distributed to separate districts. Fabius was appointed to carry on the war at Tarentum; Fulvius in Lucania and Bruttium.
To the praetor Marcus Valerius Falto the two legions in Bruttium, which Caius Livius had commanded the preceding year, were assigned. Publius Aelius, the praetor, was to receive two legions in Sicily from Cneius Tremellius.
In Bruttium you can lurk in safety as long as Commodus lives and it will even be safe for us two to exchange letters. In Bruttium it can be arranged that no secret-service agent or Imperial spy can ever get wind of your existence, let alone of your hiding-place. You can be free, in a way, housed comfortably, with no duties, able to pass your time as you please, and well cared for.
He entered into a secret conference with Mago, who had the command in Bruttium, and receiving a solemn promise from him, that he would take the Lucanians into his friendship, without interfering with their laws, if he should betray the Roman general to the Carthaginians, he conducted Mago to a place to which he was about to bring Gracchus with a few attendants.
"He is a free man, just as much as you or I. Sabinum is not like Latium or Etruria or Campania, where the free tenantry has vanished, or like Bruttium or Spain, where there never was any free tenantry. The free tenantry have survived in Sabinum more completely than in any part of the world.
Of the praetors, Marcus Sextus obtained Gaul; which province, together with two legions, Publius Quinctilius Varus was to deliver to him; Caius Livius obtained Bruttium, with the two legions which Publius Sempronius, the proconsul, had commanded the former year; Cneius Tremellius had Sicily, and was to receive the province and two legions from Publius Villius Tappulus, a praetor of the former year; Villius, as propraetor, was to protect the coast of Sicily with twenty men of war, and a thousand soldiers; and Marcus Pomponius was to convey thence to Rome one thousand five hundred soldiers, with the remaining twenty ships.
In the hope, probably, of inducing Nero to follow him and of gaining an opportunity of outmanoeuvring the Roman consul and attacking him on his march, Hannibal moved into Lucania, and then back into Apulia; he again marched down into Bruttium, and strengthened his army by a levy of recruits in that district. Nero followed him, but gave him no chance of assailing him at a disadvantage.
A few days later a messenger came in from one of the bands at the other side of the promontory of Bruttium, saying they had obtained news that preparations were being made at Sybaris for the landing of a very large body of troops, and that it was said to be the intention of the Romans to make a great expedition through the mountains and entirely exterminate the outlaws.
The command was continued to the praetors of the former year; to Cneius Sergius, that he might superintend the distribution of land to the soldiers who had served for many years in Spain, Sicily, and Sardinia; to Quintus Minucius, that he might finish the inquiries concerning the conspiracies in Bruttium, which, while praetor, he had managed with care and fidelity.
