Colonial revolt, endemic in every civilization, became epidemic after 1943. The path to independence had been blazed by North and South American colonials. It was followed after 1943 by the inhabitants of British, French, Dutch, Spanish and Portuguese colonies in Asia and Africa. The slogan of the independence movement was "self-determination."

We are united in seeking the kind of victory that will guarantee that our grandchildren can grow and, under God, may live their lives, free from the constant threat of invasion, destruction, slavery and violent death. May 2, 1943. My Fellow Americans: I am speaking tonight to the American people, and in particular to those of our citizens who are coal miners.

I happen to believe that we can do it. In another crisis the one in 1942 President Franklin D. Roosevelt said this country would build 60,000 military aircraft. By 1943, production in that program had reached 125,000 aircraft annually. They did it then. We can do it now. If the Congress and the American people will work with me to attain these targets, they will be achieved and will be surpassed.

Since May 1943, following President Roosevelt's "hold the line" order and in the face of the greatest pressures which this country has ever seen, the cost of living index has risen only three percent. Wholesale prices in this same period have been held to an increase of two and one-half percent.

The second world war diverted Russian attention to the West, and at the same time compelled the Chinese to retreat into the interior from the Japanese, so that by 1943 the country was more firmly held by the Chinese government than it had been for seventy years.

Third, to increase our production rate of anti-aircraft guns so rapidly that in this year, 1942, we shall produce 20,000 of them; and to continue that increase so that next year, 1943, we shall produce 35,000 anti-aircraft guns.

Expenditures for general government in the fiscal year 1947 are expected to continue the slowly rising trend which began in 1943. This category includes a great variety of items not merely the overhead costs of the Government. It includes all the expenditures of the Cabinet departments, other than for national defense, aids to agriculture, general public works, and the social security program.

The national war program calls for the employment of more people in 1944 than in 1943. It is my conviction that the American people will welcome this win-the-war measure which is based on the eternally just principle of "fair for one, fair for all." It will give our people at home the assurance that they are standing four-square behind our soldiers and sailors.

Beginning with the Russian Revolution of 1917, Marxism became a basic state doctrine, first in the Soviet Union and subsequently in more than a dozen other nations of East Europe and Asia. The area of Marxist influence, as expressed in socialist construction, spread slowly from 1917 to 1943 and rapidly during and immediately after the war of 1936-1945.

Overconfidence and complacency are among our deadliest enemies. Last spring after notable victories at Stalingrad and in Tunisia and against the U-boats on the high seas overconfidence became so pronounced that war production fell off. In two months, June and July, 1943, more than a thousand airplanes that could have been made and should have been made were not made.
