This will be the tax for 3 years, and then, beginning in 1943, you will pay 2 cents, and so will your employer, for every dollar you earn for the next 3 years. After that, you and your employer will each pay half a cent more for 3 years, and finally, beginning in 1949, twelve years from now, you and your employer will each pay 3 cents on each dollar you earn, up to $3,000 a year.

The last one of them perished about the year 1943, and may God have mercy on his fool soul!" To this dispatch the Ahkoond replied that it was the royal opinion that the Smugwumps were served very well right.

The 1943 riot in Detroit and the 1919 riot in Chicago had both been more violent. The 1917 race riots in East St. Louis, Illinois, had outdone the Watts outburst in terms of the amount of personal injury. The violence in most previous riots had been inflicted by whites against blacks, and perhaps this was why white America did not remember them very clearly.

Through the first three decades of its existence the Soviet Union was the only government avowedly engaged in building a socialist rival to monopoly capitalism and determined to replace capitalism as the dominant planet-wide social system. After 1943 it was joined by a dozen other European, Asian and American countries, dedicated like the Soviet Union to the task of building socialism.

I happen to believe that we can do it. In another crisis the one in 1942 President Franklin D. Roosevelt said this country would build 60,000 military aircraft. By 1943, production in that program had reached 125,000 aircraft annually. They did it then. We can do it now. If the Congress and the American people will work with me to attain these targets, they will be achieved and will be surpassed.

On several occasions, Negro soldiers refused to do work which they believed had been assigned to them purely because of their race. For this they were charged with mutiny. There was also one serious civilian race riot during the war; it occurred on June 20, 1943, in Detroit. A fist fight between a white man and a Negro sparked the resentment which had been mounting in that city.

From 1919 to 1943 socialist construction was directed, at least in theory, by the Communist International with headquarters in Moscow the "general staff of the World Revolution". Under war pressure the Communist International was dissolved in 1943. No equally inclusive international socialist authority has since been established.

From the reports prepared and circulated by the chief agencies entrusted with the task of the publication and distribution of this literature in the United States and Canada the remarkable facts emerge that, within the space of the eleven months ending February 28, 1943, over 19,000 books, 100,000 pamphlets, 3,000 study outlines, 4,000 sets of selected writings, and 1800 anniversary and Temple cards and folders had been either sold or distributed; that, in the course of two years, 376,000 pamphlets, outlining the character and purpose of the House of Worship, erected in the United States of America, had been printed; that over 300,000 pieces of literature had been distributed at the two World Fairs held in San Francisco and New York; that, in a period of twelve months, 1089 books had been donated to various libraries, and that, through the National Contacts Committee, during one year, more than 2,300 letters, with over 4,500 pamphlets, had reached authors, radio speakers, and representatives of the Jewish and Negro minorities, as well as various organizations interested in international affairs.

Expenditures for general government in the fiscal year 1947 are expected to continue the slowly rising trend which began in 1943. This category includes a great variety of items not merely the overhead costs of the Government. It includes all the expenditures of the Cabinet departments, other than for national defense, aids to agriculture, general public works, and the social security program.

But I can report to you with genuine pride on what has been accomplished in 1942. A year ago we set certain production goals for 1942 and for 1943. Some people, including some experts, thought that we had pulled some big figures out of a hat just to frighten the Axis. But we had confidence in the ability of our people to establish new records. And that confidence has been justified.
