Puerto Rico, considered militarily, is to Cuba, to the future Isthmian canal, and to our Pacific coast, what Malta is, or may be, to Egypt and the beyond; and there is for us the like necessity to hold and strengthen the one, in its entirety and in its immediate surroundings, that there is for Great Britain to hold the other for the security of her position in Egypt, for her use of the Suez Canal, and for the control of the route to India.

As a result of that conflict the United States acquired Porto Rico and a protectorate over Cuba. The real turning-point in the recent history of the West Indies was the Hay-Pauncefote treaty of 1901, under the terms of which Great Britain relinquished her claim to an equal voice with the United States in the control of an Isthmian canal on which she had insisted for half a century.

The institution of this Hellenic council, which was one cause of the salvation of Greece, is a proof of the political impotence of the old Amphictyonic league. In the Isthmian congress the genius of Themistocles found an ampler sphere than it had hitherto done among the noisy cabals of Athens.

I most earnestly recommend that there be no halt in the work of upbuilding the American Navy. There is no more patriotic duty before us a people than to keep the Navy adequate to the needs of this country's position. We have undertaken to build the Isthmian Canal. We have undertaken to secure for ourselves our just share in the trade of the Orient.

Parliament had adjourned in honour of the day on which the "Isthmian games" were celebrated, and the Home Secretary, as leader of the Lower House, had said that horse-racing was "a noble and distinguished sport deserving of a national holiday." But the Minister himself, and consequently his secretary, had been compelled to put in an appearance at their office for all that.

Although shorn of nearly half his strength by the time he reached the open Atlantic, yet he made for the Azores and captured yet a third galleon, and fell in with a fourth sailing for Panama itself. He boarded this, and gave the captain a letter for the authorities of the isthmian port.

Colon is the Caribbean terminus of the Panama Railroad, and is also that of the canal projected, and partly dug, under the De Lesseps scheme. The harbor being good, though open to some winds, it is naturally indicated as a point where Isthmian transit may begin or end.

But if the Greeks were ashamed that the salvation of their oppressed countrymen had to come from abroad, they accepted the deliverance at least with a good grace; they did not fail to receive the Romans solemnly into the fellowship of the Hellenic nation by admitting them to the Isthmian games and the Eleusinian mysteries.

Even if our flag were hauled down in the Philippines and Puerto Rico, even if we decided not to build the Isthmian Canal, we should need a thoroughly trained Navy of adequate size, or else be prepared definitely and for all time to abandon the idea that our nation is among those whose sons go down to the sea in ships.

He also instituted the games, in emulation of Hercules, being ambitious that as the Greeks, by that hero's appointment, celebrated the Olympian games to the honor of Jupiter, so, by his institution, they should celebrate the Isthmian to the honor of Neptune.
