It is striking and strange to find Thomas Jefferson, who wrote the Declaration of Independence in 1776, writing in 1823 about uniting our affections and about fighting once more side by side with England. It was the revolt of the Spanish Colonies from Spain in South America, and Canning's fear that France might obtain dominion in America, which led him to make his suggestion to Rush.

The British government sent a special envoy to reside near the congress and to place himself in frank and friendly communication with the delegates. Canning's private instructions to this envoy declared that, Any project for putting the U. S. of North America at the head of an American Confederacy, as against Europe, would be highly displeasing to your Government.

Canning's wit, nor foul like the Quarterly, nor let balls like the Edinburgh Review. Cobbett and Junius together would have made a Cavanagh. He was the best up-hill player in the world; even when his adversary was fourteen, he would play on the same or better, and as he never flung away the game through carelessness and conceit, he never gave it through laziness or want of heart.

Canning's resolutions had reduced the crops of those years considerably below the average of the years immediately preceding them, and next, because it would show the advantage to be on the side of freedom in the ratio of seventy-two to sixty-nine, which cannot be correct. Besides, in 1824, there was a severe drought, whereas in 1834 and 35 the seasons are reported as being favorable.

The United States was not prepared to offer Canning's self-denying ordinance barring the way to further American expansion, but something it must offer. This compensating offset Adams found in the separation of the New World from the Old and in abstention from interference in Europe.

At the end of the broad walk on which I am gazing from my window, is Lady Canning's grave; it is not yet properly finished. Who will attend to it now? Meanwhile, it gives a melancholy character to the place, for the walk which it closes is literally the only private walk in the grounds.

Nor was this all: when I went out into the little street which it appeared was all, or almost all, my father's property, a number of groups formed in my way, and at least half-a-dozen applicants sidled up. Such is Mr. Canning's common-place; and in giving the following answer to it, I do not think I can be accused of falling into that extravagant and unmitigated strain of paradoxical reasoning with which I have already found so much fault.
