It looks forward, not to the definite establishment, in our day, of the World-State, but only to the definite refutation of the wicked theory of the mutual incompatibility of nations.
And so it is I infer that, whether violently as a revolution or quietly and slowly, this grey confusion that is Democracy must pass away inevitably by its own inherent conditions, as the twilight passes, as the embryonic confusion of the cocoon creature passes, into the higher stage, into the higher organism, the world-state of the coming years.
The suggestion is powerful, the conclusion is hard to resist, that, through whatever disorders of danger and conflict, whatever centuries of misunderstanding and bloodshed, men may still have to pass, this process nevertheless aims finally, and will attain to the establishment of one world-state at peace within itself. In the economic sense, indeed, a world-state is already established.
Nationality and the instincts of national separatism now seem essential to the preservation of the political units of the world-state, precisely as a healthy individualism must be the basis of all enduring social fellowship. Yet it is clear that civilization is a larger, more ultimate term than nationality. Chauvinism is nowhere more repellent than in the things of the mind.

It does not seem to occur to him that, for a good many of us, if it were a world-state we should still make war on it to the end of the world. For if we admit that there must be varieties in art or opinion what sense is there in thinking there will not be varieties in government?

The network of material, financial, and intellectual communications, connecting all parts of the developed world, and establishing quick, constant, cheap, and reliable modes of transport for men, goods, money, and information, form the actual basis of what may not improperly be called an economic world-state.
To achieve the standard of the world-state, to make their own nations the controlling factors in wide dominions which should include territories and populations of varied types, became the ambition of the most powerful European states. A new political ideal had captivated the mind of Europe.
In the last analysis pure politics, as our great grandchildren may discover if ever the World-State becomes a reality, is mainly concerned with administration, administration of the affairs common to all in the interests of all.
An Inter-State Concert, with a Judiciary of its own and an Army and Navy under its own orders, is, in fact, not an Inter-State Concert at all; it is a new State: it is, in fact, the World-State. There is no middle course between Law and no Law: and the essence of Statehood, as we have seen, is a Common Law.
