On certain slopes where the devastating miners have not yet played their relentless game dark forests rise to the high, bold summits of the chiefest mountains, and it is to guard these timbered tracts, growing each year more valuable, that the government has established its Forest Service to protect and develop the wealth-producing power of the watersheds.

Yet if we confine our attention to the direct effects of machinery, we shall acknowledge that Mill's doubt is, upon the whole, a well founded one. According to the evidence of existing poverty adduced in the last chapter, it would appear that the lowest classes of workers have not shared to any considerable degree the enormous gain of wealth-producing power bestowed by machinery.

Lloyd George ridicules both these bogeys, but because such reforms contribute towards the efficiency of the people, even as wealth-producing machines and increase the incomes of the wealthy and the well-to-do. Mr. Lloyd George continued:
