No trust to be undertaken for Papists. No Papist to be on Grand Juries. In the reign of George I., the horses of Papists were seized for the militia, and rode by Protestants; towards which the Catholics paid double, and were compelled to find Protestant substitutes. They were prohibited from voting at vestries, or being high or petty constables.
At these vestries the Vicar is wise if he declares the curmudgeon to be "out of order," and declines to hear him, for, legally, the business does not include any matter which does not appear upon the notice convening the meeting, signed by the Vicar and churchwardens.
A mere Board of Works, though it comprehend the entire metropolis, is sure to be composed of the same class of persons as the vestries of the London parishes; nor is it practicable, or even desirable, that such should not form the majority; but it is important for every purpose which local bodies are designed to serve, whether it be the enlightened and honest performance of their special duties, or the cultivation of the political intelligence of the nation, that every such body should contain a portion of the very best minds of the locality, who are thus brought into perpetual contact, of the most useful kind, with minds of a lower grade, receiving from them what local or professional knowledge they have to give, and, in return, inspiring them with a portion of their own more enlarged ideas, and higher and more enlightened purposes.
Here, in the vestry, the parish armor was frequently kept, and sometimes the parish powder barrels were deposited; here too, occasionally, country parsons stored their wool or grain. Finally, in the parish church assembled vestries for the holding of accounts, the making of rates and the election of officers. Overseers of the poor held their monthly meetings here.
The work thus far executed the church, vestries, &c. has cost about 8,000 pounds, and there still remains upon the buildings a debt of about 4,000 pounds. There are no schools in connection with the church; but it is expected that there will be by and bye.
In front of the monument are panels filled with figures of saints, and over the effigy is an elaborate canopy, which has been restored. The want of suitable ventilation in school-rooms, recitation-rooms, lecture-rooms, offices, court-rooms, conference-rooms, and vestries, where young students of law, medicine, and theology acquire their earlier practice, is something simply appalling.
The Metropolitan Board of Works, the London County Council, the City Corporation, public vestries, and private persons, have shared in the good work, but the chief instrument has been the Public Gardens Association. Of old burial-grounds now open as public gardens in the London district there are more than a hundred.
"Behind the stalls of the choir are closets, some of which are used as vestries by the singing-men: modern staircases have been constructed, leading to the galleries erected above, and which disfigure the view into the aisles. These closets are fronted, next the aisles, by open screens of oak, some of which are of excellent carving, and more elaborate than others.
