The most easterly of these was the Department of the Ohio, General Schofield commanding; the next was the Department of the Cumberland, General Thomas commanding; the third the Department of the Tennessee, General McPherson commanding; and General Steele still commanded the trans-Mississippi, or Department of Arkansas.

The task of constructing a great inland river marine to play the dual role of serving the cotton empire and of extending American migration and commerce into the trans-Mississippi region was solved by Henry Shreve when he built the Washington at Wheeling in 1816. Shreve was the American John Hawkins.

Awaiting the arrival of my family, I had a few days of rest at the house of an old friend, when Generals Price, Buckner, and Brent came from Shreveport, the headquarters of the "Trans-Mississippi Department," under flag of truce, and sent for me. I have seen him since the war, at New Orleans, where he died about a year ago. Dr. Clark was in Washington recently, applying for a place as United States consul abroad.

There was a Trans-Mississippi Congress held at Ogden in 1892, and though the delegates coming from all the states and territories "west of the river," were the guests of the people of Utah, so hopeless was our status in the consideration of mankind that the delegates from the territories of New Mexico and Arizona would not let our names be joined to theirs in a resolution for statehood which we wished the committee on resolutions to propose to the Congress.

That he came from Marseilles, that he had served on the Confederate side in the Trans-Mississippi, that he possessed an annuity, that he must have been well-born and reared, that he was simple, yet canny, and in his money dealings scrupulously honest was all I could be sure of. It was sent to Mechanicsburg, some miles north-east of Haines' Bluff and about midway between the Big Black and the Yazoo. On the 7th of June our little force of colored and white troops across the Mississippi, at Milliken's Bend, were attacked by about 3,000 men from Richard Taylor's trans-Mississippi command. With the aid of the gunboats they were speedily repelled.
