No complicated scheme of relief, no plan for Government fixing of prices, no resort to the public Treasury will be of any permanent value in establishing agriculture. 'You have no power of taxation, Howe, Tupper replied, 'and in a few years you will have every sensible man cursing you, as there will be no money for schools, roads, or bridges. I will not ask that troops be sent to Nova Scotia, but I shall recommend that if the people refuse to obey the law, that the federal subsidy be withheld.

Nothing but a stamp-tax remained, and all persons concerned were in favor of it, the colonists only excepted. Their opinion was that taxation without representation was an iniquity.

Nevertheless the building of Caesar however scanty the time which he found for it amidst other and at the moment still more urgent labours, however unfinished and but provisionally rounded off he may have left it in substance stood the test of this fiery trial, as respected both the repelling of the Germans and the subjugation of the Celts. The said first Bill, in the body thereof, containeth no new matter, but is precisely the same with the motion before mentioned, and liable to all the objections which lay against the said motion, excepting the following particular, viz. that by the motion, actual taxation was to be suspended, so long as America should give as much as the said Parliament might think proper: whereas, by the proposed Bill, it is to be suspended as long as future Parliaments continue of the same mind with the present.

We wish to guard against being taken for the advocates for taxation, as in any shape a blessing: we are merely stating what we conceive to be its effect. But we should no more regard taxation as a blessing, because it increased commerce, than we should regard it as a blessing to a man, that, from any cause, he was obliged to work fourteen hours a day instead of twelve.
