Austria had, probably unwisely, withdrawn from her former outlying provinces in Swabia and the Netherlands, which had before the Revolution made her necessarily the guardian of Europe against France, preferring to take her gains in Italy, gains which she has gradually lost in our days; while Prussia, by accepting the Rhine provinces, completely stepped into the former post of Austria.

Seven hundred years ago Frederick's ancestor Conrad, the younger son of a family of some rank, but quite undistinguished, riding down from the little stronghold of Hohenzollern in Swabia, with nothing but a good head and arm, won favour with the Emperor Barbarossa and became at last Burggraf of Nuremberg.

But frustrated by the vigorous resistance of the French, in his main object, of taking up his winter quarters in France, he led back his exhausted troops into Alsace and Swabia. At the opening of the next campaign, he passed the Rhine at Breysach, and prepared to carry the war into the interior of France.

The latter had taken the route across the Danube into Swabia, where Gustavus Horn came so close upon them, that the two armies were only separated from each other by half a German mile.

Many a newly enriched merchant or banker would have paid a handsome price for the place, though the land was gone and the government owned the forest up to the very foot of the rock. But the Lady of Sigmundskron would rather have starved to death in her vaulted chamber than have taken half the gold in Swabia to sign away her dead husband's home.

He is entirely enveloped in straw; his head is surmounted by sticks in imitation of horns, and two lads lead him by ropes to the well to drink. On the way thither he must low like a cow, and for a long time afterwards he goes by the name of the Cow. At Obermedlingen, in Swabia, when the threshing draws near an end, each man is careful to avoid giving the last stroke.

Maximilian, who had promised him a contribution of 400 lances, to make up for not renewing the hostilities with Louis XII that had been interrupted, had just made a league with the circle of Swabia to war against the Swiss, whom he had declared rebels against the Empire.

As for the French occupation of Switzerland and Moreau's advance into Swabia, that was not to prevent the prosecution of the original Austrian plan of advancing against Provence and wresting Nice and Savoy from the French grasp. This scheme has been criticised as if it were based solely on military considerations; but it was rather dictated by schemes of political aggrandizement.

The same writer maintains that there are three phases in the development of this idea, according to which he would have the scheme of historical investigation subdivided. In Upper Swabia, says he, "Divine justice" found expression in the well-known "Twelve Articles," but here the notion of a political reformation was as good as absent.
