At first, sees were created and bishops were nominated by the crown by means of letters patent; and in some cases an income was assigned out of public funds. Moreover, for many years all bishops alike were consecrated in England, took the customary "oath of due obedience" to the archbishop of Canterbury, and were regarded as his extra-territorial suffragans.
A week before the day for which the Convention had been summoned, a grave party assembled at Lambeth Palace, heard prayers in the chapel, dined with the Primate, and then consulted on the state of public affairs. Five suffragans of the Archbishop, who had shared his perils and his glory in the preceding summer, were present. The Earls of Clarendon and Ailesbury represented the Tory laity.
The only communication that was made was not official, but confidential; and it merely stated that Utrecht was to be erected into an archbishopric with Haarlem, Breda, Hertogenbosch and Roeremonde, as suffragans. The ministry regarded the choice of such Protestant centres as Utrecht and Haarlem with resentment, but were faced with the fait accompli.
The Persian church had been founded by the missionaries of Syria; and their language, discipline, and doctrine, were closely interwoven with its original frame. The catholics were elected and ordained by their own suffragans; but their filial dependence on the patriarchs of Antioch is attested by the canons of the Oriental church.
But the Declaration was illegal, for Parliament had pronounced that the sovereign was not constitutionally competent to dispense with statutes in matters ecclesiastical. The Archbishop and six of his suffragans signed the petition. The six bishops crossed the river to Whitehall, but the Archbishop, who had long been forbidden the Court, did not accompany them.
It is the episcopal seat of one of the Archbishop's three suffragans; and the author, accompanied by his friend the collector, paid his respects to the Bishop, whom he had previously met at Belgrade.
It would be idle at this distance of time, and having regard to the events which have happened since February, 1693, to consider the nice questions how far the Act of Henry VIII. relating to the appointment of suffragans could have any applicability to such consecrations, or what degree of Episcopal authority was thereby conferred, or for how long.
He celebrated, in the midst of an immense multitude, the ancient national games at Tailtin, he held an assembly at Tara, and distributed magnificent gifts to his suffragans. Roderick might have spent the festival of Christmas, 1168, or of Easter, 1169, in the full assurance that his power was firmly established, and that a long succession of peaceful days were about to dawn upon Erin.
To this was often added an undertaking that he would appear at Rome himself or by a representative at stated intervals; that he would cause his suffragans at their consecration to take an oath of obedience to the Roman pontiff; that he would not part with anything belonging to his official position without the knowledge of the Roman See.
The assembly therefore sate at Westminster, A table was placed in the beautiful chapel of Henry the Seventh. Compton was in the chair. On his right and left those suffragans of Canterbury who had taken the oaths were ranged in gorgeous vestments of scarlet and miniver. Below the table was assembled the crowd of presbyters.
