Loving his country better than he did his disciple, the master had, by the Perpetual Edict, extinguished the hope which the young Prince might have entertained of one day becoming Stadtholder.
The King of France or the city of Amsterdam might still frustrate the whole plan. If Lewis were to send a great force into Brabant, if the faction which hated the Stadtholder were to raise its head, all was over. "My sufferings, my disquiet," the Prince wrote, "are dreadful. I hardly see my way. Never in my life did I so much feel the need of God's guidance."
In this postscript, William of Orange, Stadtholder of Holland, condemned Cornelius van Baerle to imprisonment for life. He was not sufficiently guilty to suffer death, but he was too much so to be set at liberty. Cornelius heard this clause, but, the first feeling of vexation and disappointment over, he said to himself,
By this treaty France was to keep her ancient boundary, with some additions; the navigation of the Rhine was to be free; the territory of Holland and the Netherlands were to be incorporated and governed by the Stadtholder; Germany was to form a federal Government; and Switzerland to be independent. While these things were going on in France, the Ministers were not inactive in England.
The stadtholder took refuge in England, his authority was abolished, and the assembly of the states-general proclaimed the sovereignty of the people, and constituted the Dutch Republic, which formed a close alliance with France, to which it ceded, by the treaty of Paris, of the 16th of May, 1795, Dutch Flanders, Maestricht, Venloo, and their dependencies.
There is nothing that can be called representative or real parliamentary government. The Stadtholder or Governor is in reality a dictator armed with autocratic powers. He can, at a moment's notice, expel citizens, or stop newspapers. As to administration, it rests in the hands of the State Secretariat or body of Ministers, three in number.
During the illness of which he died, he had, through the Duke of Brunswick, declared to the Marquis de la Fayette, who was then at Berlin, that he meant not to support the English interest in Holland: that he might assure the government of France, his only wish was, that some honorable place in the Constitution should be reserved for the Stadtholder and his children, and that he would take no part in the quarrel, unless an entire abolition of the Stadtholderate should be attempted.
His brother, Count William Frederick, succeeded him in his office of stadtholder of Friesland; but the same dignity in the provinces of Groningen and Drent devolved on the Prince of Orange. The latter had conceived the desire of a royal alliance for his son William.
I know, for example, how the lovely Princess stays with her mother with ever so much seriousness, goes with her to church, visits respectfully the Stadtholder of Holland, and fondles and pets the little Princess Louise; how she carries on her studies, plays the lute, paints and sings. But, God be thanked! life consists not entirely of days, but happily has its nights likewise."
With officious zeal he busied himself in aiding his visitor to emerge from his wrappings, and soon Count Lesle stood before the Stadtholder of the Mark in the beautiful, unique Spanish garb, such as was worn at the imperial court.
