He did not believe they would ever be available as laborers in the field if they were set free, and thought so many of them would engage in theft that negro courts would be constantly busy. Generally speaking, the planters that I saw were not violent Secessionists, though none of them were unconditional Union men.

Austria had never recognized the Secessionists as belligerents, and in the complications with France and England there was little for our minister but to share the home indignation at the sympathy of those powers with the South.

Possibly Southern secessionists and Northern abolitionists had some basis for thinking that the North would let the "erring sisters depart in peace" in 1850. Within the next ten years, however, there came a decisive change.

Hydrophobia will bite, small-pox infect, plague enter upon life and depart upon death, hyenas scent the new-made graves, and predaceous systems of society open their mouths ever and ever for prey. What else can they do? Even would the Secessionists consent to partial compositions, as they will not, they must inevitably break faith, as ever before. They are slaves to the slave-system.

Temperate, reasonable, kindly, persuasive it seems strange that Mr. Lincoln's Inaugural Address did not disarm at least the personal resentment of the South toward him, and sufficiently strengthen the Union-loving people there, against the red-hot Secessionists, to put the "brakes" down on Rebellion.

Many believed that an attempt would be made on that day by the Secessionists to obtain possession of the Government, and great precautions against this were taken, The ostensible director was General Scott, who had his head-quarters at a restaurant near the War Department, and who rode about the city in a low coupé drawn by a powerful horse.

He visited Nicholasville, Lexington, Harrodsburg; had interviews with a large number of prominent Secessionists; found out, as near as possible, the number of Federal troops garrisoning the different towns; in fact, gathered information of the utmost value to Morgan if he should ever raid Kentucky. But all these things could not be done without rumors reaching the Federal authorities.

In the beginning of July, Robert Barnwell Rhett, and other ultra men in Charleston, made violent speeches to the mob, urging them to drive every United States official out of the State; but as many influential Secessionists were enjoying the sweets of Federal patronage under Buchanan, we did not anticipate any immediate disturbance.

"Great on saints here," says Halicarnassus. "They call their streets St. Genevieve, St. Jean, and so on; and when they have run through the list, and are hard up, they club them and have a Street of All Saints." Canada seemed to be a kind of Valley of Jehoshaphat for Secessionists.

When a Union general could announce that he would make use of the Northern soldiers under his command to destroy slaves who should be so audacious as to rebel against Rebels, and the announcement was received with rapturous approval at the North, it was enough to convince every intelligent and reflecting man that no just idea of the struggle we were engaged in was common, and that a blind people were following blind leaders into the ditch, even into that "last ditch" to which the Secessionists have so often been doomed, but in which they so obstinately continue to refuse to find their own and their cause's grave.
