At Mobile Point and Dauphin Island, and at the Rigolets, leading to Lake Pontchartrain, materials to a considerable amount have been collected, and all the necessary preparations made for the commencement of the works.

The principal islands between them are Massacre, Horn, Ship, and Cat islands, near to which there is anchorage for large ships of war. The first object is to prevent the landing of any force for the purposes above stated between the Rigolets and the bay of Mobile; the second, to defeat that force in case it should be landed.

Round swung the glass, slowly, waveringly, in her unpractised hand, from the low cypress forests of Manchac on the west, to the skies that glittered over the unseen marshes of the Rigolets on the farthest east. "You see sail yondeh?" came the slow inquiry from behind. "No," said Mary, letting the instrument down, and resting it on the balustrade. "Humph! No! Dawn't I tell you is no use look?"

This was formerly the main stream, but the more northerly branch, at once deeper and less tortuous, now forms the only navigable channel, and is called the Rigolets du Bon Dieu, or more familiarly the Bon Dieu. Lee crossed Cane River at Monett's Ferry, and, recrossing above Cloutierville, entered Natchitoches on the 31st of March.

But this well-laid plan had been betrayed to the Americans by Lafitte; and a little band of American sailors, under the command of Lieut. Catesby Jones, had taken up a position at the Rigolets, and were prepared to dispute the farther progress of the invading forces. Five gunboats, and one hundred and eighty-five men, constituted the American force, which for a time held the British in check.

The main army, being drawn to New Orleans, would be ready to meet such an attempt near the Rigolets or at any other point not distant from the city.

On the other hand, the master of the distant schooner shuts his glass, and says to the single passenger whom he has aboard that the little sail just visible toward the Rigolets is a sloop with a half-deck, well filled with men, in all probability a pleasure party bound to the Chandeleurs on a fishing and gunning excursion, and passes into comments on the superior skill of landsmen over seamen in the handling of small sailing craft.

There are some other views of this subject which it is thought will merit particular attention in deciding the point in question. Not being able to establish a chain of posts, at least for the present, along the whole coast from the Rigolets to Dauphine Island, or on all the islands between them, at which point shall we begin?

The moneys appropriated for fortifications have been regularly and economically applied, and all the works advanced as rapidly as the amount appropriated would admit. Three important works will be completed in the course of this year that is, Fort Washington, Fort Delaware, and the fort at the Rigolets, in Louisiana.

It will be recollected that in the late war the public solicitude was excited not so much by the danger which menaced it in those directions as by the apprehension that, while a feint might be made there, the main force, landing either in the bay of Mobile or other waters between that bay and the Rigolets, would be thrown above the town in the rear of the army which had been collected there for its defense.
