But the greatest stroke of this publication was the apparent Southern demand for all Oregon, and before the Van Buren-Clay "self-denying ordinances" appeared, Walker was forging the union of South and West on the proposition, reannexation of Texas and reoccupation of Oregon, and maneuvering in Washington for what was later called the "bargain of the Baltimore Convention."

The people thought they were great American measures, and with the popular cries of "The reannexation of Texas," "Texas or disunion," "The whole of Oregon or none," "Fifty-four forty or fight," the Democrats entered the campaign and won it, electing James K. Polk and George M. Dallas.

For after all, England was to be subjugated only as a portion of one general scheme; the main features of which were the reannexation of Holland and "the islands," and the acquisition of unlimited control upon the seas. Thus the invasion of England was no "scarecrow," as Wilford imagined, but a scheme already thoroughly matured.

Revolutions alternated with invasions and counter-invasions and effectually prevented enduring progress. On several occasions the Dominicans had sought reannexation to Spain or had craved the protection of France as a defense against continual menace from their negro enemies and as a relief from domestic turmoil.

The ink was hardly dry on the parchment of the treaty of that year before leading Westerners began their campaign for the "reannexation" of Texas. Stephen Austin, who settled in Texas, and Sam Houston, who deserted his wife for a home on the distant Southwestern frontier, kept the question alive.

The Democratic platform for 1844, therefore, declared that "our title to the whole of Oregon is clear; that no portion of the same ought to be ceded to England or any other power; and that the reoccupation of Oregon and the reannexation of Texas" were great American measures, which the people were urged to support.

Perceiving no valid objection to the measure and many reasons for its adoption vitally affecting the peace, the safety, and the prosperity of both countries, I shall on the broad principle which formed the basis and produced the adoption of our Constitution, and not in any narrow spirit of sectional policy, endeavor by all constitutional, honorable, and appropriate means to consummate the expressed will of the people and Government of the United States by the reannexation of Texas to our Union at the earliest practicable period.

In France, on the other hand, there was a loud popular demand for the reannexation of Belgium to France, of which it had formed a part from 1794 to 1814.

The Democrats, however, took it up and in their platform declared for "the reannexation of Texas," and nominated James K. Polk of Tennessee for President and George Mifflin Dallas of Pennsylvania for Vice President. The Joint Occupation of Oregon is continued.% But there was another plank in the Democratic platform of 1844 which promised the acquisition of a great piece of free soil.

The wrong done should be righted; why not say that Alsace-Lorraine should be restored? It was not said, because it was not certain that all of the French at that time would fight on indefinitely for reannexation if they were offered a plebiscite; and because it was even less certain whether the English and Italians would fight on. The formula had, therefore, to cover both contingencies.
