In time of profound peace, with no exigency in the public service except that created by the disagreement of Senate and House, he had twice been compelled to assemble Congress in advance of its regular day for meeting. The House was organized by the re-election of Mr. Randall as Speaker.

After Lincoln's re-election, she again looked to Wendell Phillips for an adequate policy at this juncture, and she was not disappointed. "Phillips has just returned from Washington," Mrs. Stanton wrote her.

An unseemly wrangle between the Illinois senators followed, in the course of which Douglas challenged his colleague to resign and stand with him for re-election before the next session of the legislature. Trumbull wisely declined to accept the risk. On the 20th of March, Douglas addressed the Senate in reply to Trumbull. Nothing that he said shed any new light on the controversy.

The few public meetings he had so far addressed had been stormy indeed, but on the whole decidedly friendly to him, and it was urged that he must at least present himself for re-election, in which case his expenses should be borne, and he should be left as unpledged as possible.

Their decisions of course do not bind any particular Society. The disaffection so fruitful of suffering had been due to a suspicion that men were retained in departmental offices when they no longer had the confidence of the people. Now such officials are only elected for six years, though eligible for re-election.

His successors were known as Council-Pensionaries, and they held office for five years only, but with the possibility of re-election. The career of John de Witt showed, however, that in the case of a supremely able man these restrictions did not prevent a Raad-Pensionarius from exercising for eighteen years an authority and influence greater even than that of Oldenbarneveldt.

An account which purports to come from Davy Crockett illustrates the political horse-play of the time. In 1830 he was an anti-Jackson candidate for re-election to Congress. He was beaten, by his opponents making unauthorized appointments for him to speak, without giving him notice.

There never was a time, even in the re-election of Lincoln, when to differ from the leading party was considered more inane and treasonable.

These precise declarations did great good to the Union Cause in the North, and not only helped the triumphant re-election of Mr. Lincoln, but also contributed to weaken the position of the Northern advocates of Slavery, and to bring about, as we have seen, the extinction of that inherited National curse, by Constitutional Amendment.

In one of his letters, Hancock says, "The entire Genteel portion of the town was invited to my House, while on the sidewalk I had a cask of Madeira for the Common People." His repeated re-election as Governor proves his popularity. Through lavish expenditure, his fortune was much reduced, and for many years he was sorely pressed for funds, his means being tied up in unproductive ways.
