Bernadotte's appearance in Bonaparte's salon was therefore an event almost as extraordinary as the presence of Moreau. And the entrance of the conqueror of Maestricht caused as many heads to turn as had that of the conqueror of Rastadt. Only, instead of going forward to meet him, as he had Moreau, Bonaparte merely turned round and awaited him.

Prussia has already sent there her plenipotentiaries, Count Goertz and Baron Dohm. Oh, I should have liked to accompany them and participate in performing the glorious task to be accomplished there. That congress at Rastadt is the last hope of Germany; if it should fail, all prospects of a regeneration of the empire are gone.

The wandering lovers, half effaced in the gloom, looked like straying shades in an Elysium. "Ettlingen is between Carlsruhe and Rastadt, an hour's walking as you go to Kehl. The flowers grow there without thinking about it, and sow their own seed.

So the Treaty of Utrecht is transacting itself; which that of Rastadt, on the part of Kaiser and Empire, unable to get on without Subsidies, will have to follow: and after such quantities of powder burnt, and courageous lives wasted, general AS-YOU-WERE is the result arrived at.

In these circumstances the General-in-Chief's departure and his expected visit to Paris excited general attention. The feeble Directory was prepared to submit to the presence of the conqueror of Italy in the capital. It was for the purpose of acting as head of the French legation at the Congress of Rastadt that Bonaparte quitted Milan on the 17th of November.

But the French replied to the solemn protests of the German ambassadors at Rastadt by cold sneers and violent threats. They were able to take every thing, and they had contented themselves with very little." The congress had met at Rastadt in order to conclude peace, but so far the negotiations had produced nothing but exasperation and a strong probability of ultimate war.

In 1797, he was appointed by his King plenipotentiary to the Congress of Rastadt, and arrived there just at the time when Bonaparte, after the destruction of happiness in Italy, had resolved on the ruin of liberty in Switzerland, and came there proud of past exploits and big with future schemes of mischief.

See also the very remarkable conversation of Napoleon with Miot de Melito just before leaving Italy for Rastadt: "I cannot obey any longer. I have tasted the pleasures of command, and I cannot renounce it. My decision is taken. If I cannot be master, I shall quit France."

In recompense for so much complacency, and such great patriotism, Bonaparte appointed him, in 1797, a plenipotentiary from the Cisalpine Republic to the Congress at Rastadt; and, in 1802, a vice-president of the Italian Republic.

The erection of the long-forgotten federal fortresses on the Upper Rhine was also taken at length under consideration, and it was resolved to fortify both Rastadt and Ulm without further delay.
