The year which marked the lowest point of Frederick's fortunes was the year of Pitt's greatest triumphs, the year of Minden and Quiberon and Quebec. France aimed both at a descent upon England and at the conquest of Hanover; for the one purpose she gathered a naval armament at Brest, while fifty thousand men under Contades and Broglie united for the other on the Weser.
Caligula, on the other hand, when he marched his soldiers to the beach, made them fill their helmets with cockle-shells, and sent the shells to be placed in the Capitol as trophies of his conquests, did no great harm to anybody; but he surely proved that he was quite incapable of governing an empire. Mr Pitt's expedition to Quiberon was most ill judged, and ended in defeat and disgrace.
I have received, and communicated to my Lords Commissioners of the Admiralty, your letter of yesterday's date, informing them of your arrival at Spithead in the ship you command, with part of the transports under your convoy, from Quiberon Bay; and I have their lordships' command to acquaint you that they are pleased with your proceedings. I am, sir, your obedient humble servant, EVAN NEPEAN.
The latter, however, had sailed from Torbay on the 12th; and though again driven back, sailed a second time on the 14th, the same day that Conflans left Brest. He soon readied his station, learned that the enemy had been seen to the southward steering east, and easily concluding that they were bound to Quiberon Bay, shaped his own course for the same place under a press of sail.
We cannot pass on without quoting one of Mr. Newbolt's graphic verses: "'Twas long past the noon of a wild November day When Hawke came swooping from the west; He heard the breakers thundering in Quiberon Bay, But he flew the flag for battle, line abreast.
Yet Mr Pitt was a statesman of a very high order. On the other hand, such ukases as those by which the Emperor Paul used to regulate the dress of the people of Petersburg, though they caused much less misery than the slaughter at Quiberon, proved that the Emperor Paul could not safely be trusted with power over his fellow-creatures. One day he forbade the wearing of pantaloons.
She afterwards remained with the Channel fleet, under Lord Bridport and Sir Alan Gardner. On the 1st of June, 1800, Earl St. Vincent, who had assumed the command a short time before, detached Sir Edward Pellew, with seven sail of the line, and some smaller vessels, to Quiberon Bay, whore they were to land five thousand troops under General Maitland to assist the royalists.
A bell tinkled and a hat appeared. It was the Auray post. Again the same man, the same horse, the same mail-bag. He was ambling quietly towards Quiberon; he would be back directly and return again the next day. He is the guest of the coast; he passes in the morning and again at night.
Darkness fell on a scene of wild confusion. Two of the British vessels were lost on a reef, but daylight revealed the fact that the French had scattered in all directions. Only five of their ships had been destroyed and one taken, but the organization and the morale were completely shattered. The idea of invasion thus came to a sudden end in Quiberon Bay.
The mile we had to walk in order to go from Saint-Pierre to Quiberon was quickly covered, in spite of a hilly and sandy road, and the sun, which made our shoulders smart beneath the straps of our bags, and a number of "men-hirs" that were scattered along the route. In Quiberon, we breakfasted at old Rohan Belle-Isle's, who keeps the Hôtel Penthièvre.
