It was the special business of the newspapers, the magazines, the pulpit and the politicians to ignore, suppress or twist every particle of information that might enlighten or arouse the mass of people; if these agencies were so obtuse or recalcitrant as not to know their expected place and duty at critical times, they were quickly reminded of them by the propertied classes.
Many were driven stark mad or died of disease; others dashed their brains out; while others, when finally released, went out into the world filled with an overpowering hatred of Society, and all its institutions, and a long-cherished thirst for vengeance against it for having thus so cruelly misused them. Such were the laws made by the propertied classes. But they were not all.
It is the Prussian government, not the propertied classes, that must for all time and in the eyes of all people bear the responsibility of this arbitrarily imposed three-class system of elections.
In this struggle the propertied classes had the great advantage from the start. Centuries of rulership had taught them that the control of Government was the crux of the mastery.
It may be doubted whether the courts in permitting cities to employ the special fund in relation to local improvements realized its possibilities in the direction of municipal ownership. These restrictions upon the powers of cities indicate a fear that too much local self-government might jeopardize the interests of the propertied classes.
And with a fine fancy he still imagines that his own interest is on the side of the propertied and privileged classes; so that the farmer constituency is the chief pillar of conservative law and order, particularly in all that touches the inviolable rights of property and at every juncture where a division comes on between those who live by investment and those who live by work.
The owners of the stocks and bonds of the railroads and manufacturing combinations further swelled the ranks of the propertied class. Stability, continuous business and large earnings were the immediate considerations to this group. Anything which interfered was, naturally, a thing to be fought.
A wise man will only be useful as a man, and will not submit to be "clay," and "stop a hole to keep the wind away," but leave that office to his dust at least: "I am too high born to be propertied, To be a second at control, Or useful serving-man and instrument To any sovereign state throughout the world."
