This technically is what we call profit-sharing. The word "co-operation" should be reserved for institutions actually co-operative; that is to say, where the employees are partners in business with the employers. Of such there are very few in the United States, although there are quite a number in England.
It will never be accomplished by war and bloodshed. It is by friendly consultation and cooperation, by just copartnership and profit-sharing, that the interests of both capital and labor will be best served. The harsh weapons of the strike and lockout are injurious, not only to the trades immediately affected, but to the community as a whole.
Captain Pirelli, my guide in Italy, has a name familiar to every motorist; his name goes wherever cars go, spelt with a big long capital P. Lieutenant de Tessin's name will recall one of the most interesting experiments in profit-sharing to the student of social science. I tried over N's problem on both of them.
Yet these institutions are really profit-sharing rather than co-operative, for the return is merely an extra cash dividend to employees who have no voice in the management. Mr. Oilman in his book, "A Dividend to Labor," tells us that there are thirty-nine other cases at least where profit-sharing once adopted has been abandoned.
We have satisfied the desire for self-expression as citizens, and we have now to find some means of satisfying a similar desire for self-expression as workers in industry. That is all very vague. Does it mean co-partnership, profit-sharing, co-operative societies, joint committees, national wages boards, guild socialism, nationalisation?
Failing this recovery, no reorganization of industrial relations, neither profit-sharing nor shop committees, neither nationalization nor state socialism, neither the abolition of capital, nor Soviets nor syndicalism nor the dictatorship of the proletariat will get us anywhere.
Conseils de prud'hommes on the continent, boards of arbitration and conciliation in this country, profit-sharing schemes in Europe and America, are laudable attempts to bridge over the antagonism which exists between separate concrete masses of capital and labour. The growth of piecework and of sliding scales has effected something.
About the time when he might reasonably have been expected to have audited the total and found it to be the correct eight with two supplementary thumbs, he ejaculated: "Coöperation." "Between the editorial page and the advertising department?" "Perhaps I should have said profit-sharing.
His "solid house-hold gods" are in reality mere shells of clay; higher-priced images are correspondingly constructed, and his clay gatherers and modellers are all paid on a "profit-sharing system."
It is remarkable indeed that few proposals for improvement even, so far as I can discover, tend to get rid of competition. Co-operation, as tradesmen will tell us, is not an abolition of competition, but a competition of groups instead of units. "Profit-sharing" is simply a plan by which workmen may take a direct share in the competition carried on by their masters.
