What should we think if nearly all of the people of the city of New York were constantly sick, and were spending for doctors, nurses, and medicine as much money as Congress appropriates to run every department of the government! It is estimated that sickness and death cost the United States $3,000,000,000 annually, of which at least a third, probably one-half, is preventable.
For my own part, I confess to you, my friends in Manchester, that I would work for such a policy and would try to carry it through even if it were a little unpopular at first, and would be willing to pay the forfeit of a period of exclusion from power, in order to have carried such a policy through; because I know that there is no other way within the reach of this generation of men and women by which the stream of preventable misery can be cut off.
It has recognised the rights of the dumb majority; it has revolted against cruelty and preventable suffering and has bent itself on diffusing well-being the well-being that people want, and not the so-called virtues which a supercilious aristocracy may find it convenient to prescribe for them.
The chief diseases, both acute and chronic, of tropical countries those which formerly caused such ravages among the white settlers, and gave rise to the prevalent theory that Europeans can live only in the temperate zone are all microbic in origin, and consequently in great measure preventable.
When I took office, immunization levels for preventable childhood diseases had fallen to 70%. As a result of a concerted nationwide effort during my Administration, I am pleased to report that now at least 90% of children under 15, and virtually all school-age children are immunized. In addition, reported cases of measles and mumps are at their lowest levels ever.
For let me ask you, ladies, with all courtesy, but with all earnestness Are you aware of certain facts, of which every one of those excellent medical men is too well aware? Are you aware that more human beings are killed in England every year by unnecessary and preventable diseases than were killed at Waterloo or at Sadowa? Are you aware that the great majority of those victims are children?
Of all diseases, consumption is the most widespread and destructive to human life. Over 3,000,000 people die annually from this disease. It is not only an acquired disease, but surely preventable, and in its early stages, curable.
In the opinion of medical officers of health who are in the best position to form an opinion, about one-half of this mortality, roughly speaking, is absolutely preventable. This is scarcely surprising, when we realize that there has been no change for the better, but rather for the worse, in the conditions under which our infants are born and reared.
Ponsonby resented most emphatically, telling him "to attend to his business and not treat ladies as if they were criminals." This to a man of father's professional ability, and one of over sixty years of age in the bargain. "Madam," said he, "you are a criminal; for to my thinking all preventable illness, such as this, is a crime.
She was clever, good-natured, more constant to her home and her man than you, a living fountain of innocent pleasure as a dancer, singer, and actress; and here she lies, after mischievously spending her talent in a series of entertainments too dull for hell and too debased for any better place, dead of a preventable disease, chiefly because most of the people she came in contact with had a direct pecuniary interest in depraving and poisoning her.
