At this juncture, the governor's second message to General Don Joan Ronquillo arrived, to which the latter replied that he was already in La Caldera, and could not return to the river. Then, without any further delay, Don Juan Ronquillo went to Manila with the balance of his fleet, by way of the provinces of Oton, and Panay.

We passed through straits and seas, by Iloilo on the Island of Panay, Cebu, Negros Island, through the sea of Jolo to Zamboanga on the Island of Mindanao, and to Jolo. The group of islands forming the Sulu Archipelago is the southern islands of the Philippines. The "Leon" sailed into the Jolo Bay in the evening on the nineteenth of May.

The means which providence uses to accomplish the ends which it desires are marvellous, and those of us who do not believe in providence say, "a strange coincidence." The day before, back among the mountains of Panay, a little old Montese woman, who had never heard of God, or of America, and whose only dress had been thirty yards of fine bamboo plaiting coiled round and round her body, had died.

The government of the Philippines is emphatically an iron rule; how long can it continue so is doubtful. The natives of the Philippines are industrious. They manufacture an amount of goods sufficient to supply their own wants, particularly from Panay and Ylocos. These, for the most part, consist of cotton and silks, and a peculiar article called pina.

This form of government spread with the advance of Aguinaldo's arms. Municipal elections were held in Tarlac in July, in Ilocos Norte and Tayabas in August, in Benguet and the Batanes Islands in September, 1898, in Panay in December, 1898, and in Leyte and Samar in January, 1899.

Ships are in the habit of touching at some port of the Philippines, generally the Island of Panay, there to load and fill up with rice, sugar, tobacco, oil, and several other articles in small quantities.

In the mountains of Panay and Negros, however, Negritos are to be found in considerable numbers, as are the representatives of a tribe sometimes called Monteses and sometimes Bukidnon. The latter tribal designation I have thought it best to reserve for certain inhabitants of northern Mindanao.

On his return he brought more than one thousand fanégas of rice. Another expedition under command of Goyti was despatched to Negros with additional orders to procure news of the former expedition, but his quest was useless. Meanwhile a messenger brought word that the master-of-camp was going to Panay, and would return as soon as possible.

Later Aguinaldo refused the request of General Otis for the release of Spanish priests held as captives by the Filipinos, and General Otis reported the entire island of Panay, with the exception of the City of Iloilo, in the hands of insurgents.

Cebu produces sugar, tobacco, maize, rice, etc., and in the mountains potatoes; but the rice produced does not suffice for their requirements, there being only a little level land, and the deficiency is imported from Panay.
