Pan-Slavism or Pan-Germanism, based upon a racial bond, would be a far more significant political idea.

The scares about the dangers of "Pan-slavism" were spread by the Germans only in order to conceal the real danger of Pan-Germanism. The original theory of Pan-Germanism was the consolidation and unity of the whole German nation corresponding to the movement of the Italians for national unity.

But Russia, when she began to scheme for Pan-Slavism, had no sympathy with Big Byzantium, and was aware that when you have an ignorant peasantry to deal with, a National Church is one of the best means for producing acute Nationalism.

The term Pan-Slavism has been given to the agitation carried on by a great party in Russia, its purpose being the union of the Slavic peoples of Europe under Russian rule, as an extensive racial empire. This movement originated about 1830, when the feeling of race relationship in Russia was stirred up by the revolutionary movement in Poland.

The Poles and Russians are brother Slavs, and are likely to remember this in any conflict which approaches an issue between Pan-Germanism and Pan-Slavism.

The Tsar, by turning away from the Balkans towards Korea, deadened Slav aspirations. For the time Pan-Slavism seemed moribund. Pan-Germanism became a far more threatening force.
