With the stereotype of "progress" before their eyes, Americans have in the mass seen little that did not accord with that progress. They saw the expansion of cities, but not the accretion of slums; they cheered the census statistics, but refused to consider overcrowding; they pointed with pride to their growth, but would not see the drift from the land, or the unassimilated immigration.

It is strange that, in spite of the hue and cry of teachers and superintendents against overcrowding in the elementary school, they are really the ones who make out the course of study, and there are no persons back of them requiring them to include a large amount.

McKnight is gradually taking over the criminal end of the business. I never liked it, and since the strange case of the man in lower ten, I have been a bit squeamish. Given a case like that, where you can build up a network of clues that absolutely incriminate three entirely different people, only one of whom can be guilty, and your faith in circumstantial evidence dies of overcrowding.

A thousand or five hundred men ought to be enough in a single factory; then there would be no problem of transporting them to work or away from work and there would be no slums or any of the other unnatural ways of living incident to the overcrowding that must take place if the workmen are to live within reasonable distances of a very large plant. Rapid development in wealth and industrial leadership is a good thing, but only if it goes hand in hand with improvement, and not deterioration, physical and moral. The over-crowding of cities and the draining of country districts are unhealthy and even dangerous symptoms in our modern life. We should not permit overcrowding in cities.

Often one passes through a gate, suddenly, from one to the other; after the cheerful disordered beauty of the old town, Europe's ugly cleanliness and Sunday-go-to-meeting decency make a strange complex impression, half-love and half-hate. In the European town one finds safety, spaciousness and hygiene; in the Chinese town, romance, overcrowding and disease.

Hampton's town hall auditorium was filled to overcrowding, with a mass of visitors who paraded interestedly along the aisles between the raised rows of stall-like benches where the dogs were tied; or who grouped densely around all four sides of the roped judging-ring in the center of the hall.

The result was considerable overcrowding, there being no fewer than twenty-six men in one of the cages including some of our fellow-countrymen from Sennelager upon the day I entered. But the men from the latter camp happened to be some of the most irrepressible spirits among us.

Indeed, some tribes, such as the Chandalar, lived in their skin tents the year round. Now an ill-ventilated and very commonly overcrowded cabin shelters them most of the year. It is true that the cabins are constantly improving and the standard of living within them is constantly rising. The process is slow, despite all urgings and warnings, and overcrowding and lack of ventilation still prevail.

For instance, there is an ordinance declaring a fine for overcrowding tenement-houses, and requiring that in every room there shall be five hundred cubic feet of air for each occupant, and for violating this a fine of ten dollars is imposed. This ordinance is enforced only against the Chinese so I am assured on the best authority, and they only are fined.
