All this is true; and yet it is also true that there are real and grave evils, one of the chief being over-capitalization because of its many baleful consequences; and a resolute and practical effort must be made to correct these evils.
When the stock is watered so that the innocent investors suffer, a grave wrong is indeed done to these innocent investors as well as to the public; but the public men, lawyers and editors, to whom I refer, do not under these circumstances express sympathy for the innocent; on the contrary they are the first to protest with frantic vehemence against our efforts by law to put a stop to over-capitalization and stock-watering.

The sin of "over-capitalization" differed in magnitude only, not in kind, from the daily practice of every salesman in every shop. Nevertheless, the popular fury that it aroused must be reckoned among the main causes contributory to the savage insurrections that accomplished the downfall of the republic.
