The three sectional organisations the National Federation, the National League and the People's Rights Association thereafter died a natural death. There were no ceremonial obsequies and none to sing their requiem.

The presence of the State is felt in the remotest ramifications of the country. And in the State also, all the political, economic and spiritual forces of the nation circulate, mustered in their respective organisations. A State which stands on the support of millions of individuals who recognise it, who believe in it, who are ready to serve it, is not the tyrannical State of the mediaeval lord.
My own opinion would be that there is at least as much real religious feeling in England as in the United States, and certainly more in Scotland than in either; but that the churches in America are more active as organisations and more efficient agents in behalf of morality.
Certain political organisations and parties were each invited to nominate a certain number; the Churches were represented by their leading clergy; men occupying public positions, such as chairmen of local authorities, were given ex-officio seats; and a certain number were nominated by the Government. The total membership of this variegated assembly was ninety-five.
The system is after all a competitive one, in the sense that each of the discretionary directors of business is working for his own pecuniary gain, whether in cooperation with his fellows or not. "An honest man will bear watching." As in other collusive organisations for gain, confederates are apt to fall out when it comes to a division of what is in hand.
