For when opportunistic reformers opposed to the Socialist movement go as far as the Hearst papers in indorsing "State Socialist" reforms, what hope would there be for Socialists to gain the public ear if they went scarcely farther, either as regards the practical measures they propose or the phrases they employ?

The majority of the Social Democratic party was, at the beginning, so far from anything like Bolshevism, so thoroughly constructive and opportunistic in its policies, that its official organ, Pravda not yet captured by the Bolsheviki put forward a program which might easily have been made the basis for an effective coalition.

It was not pointing along the way of the modern "international." Lincoln would have fought Bolshevism to the death. Side by side with his assertion of the sanctity of the international bond of labor, stands his assertion of a sacred right in property and that capital is a necessity. We see an illustration of this throughout the history of France, whose civil and naval authorities have not worked harmoniously together, whose naval strategy has apparently been opportunistic and short-sighted, and whose navy in consequence has not been so successful as the large sums of money spent upon it might lead one to expect.

Turati's "reformism" seems to be less opportunistic than it was, but as long as he insists, as he does to-day, that it is only conditions that have changed and not his reformist tactics, that the revolutionaries are moving towards the reformists, the relation of the two factions is likely to remain as embittered as ever.

It shows an opportunistic attitude of mind which differs from the opportunistic attitude of the moderate Socialists in direction only, not in the quality of being opportunistic: Historic conditions have made the Russians, perhaps for a short period, the leaders of the revolutionary world proletariat, but Socialism cannot now prevail in Russia.
